The U.S. Army Communications-Electronics Command (CECOM) proposes to conduct noncompetitive negotiations with the Canadian Commercial Corporation for modification of Contract No. DAAB07-98-C-F505 to change the type of Government furnished 30 meter antenna mast to be upgraded under the contract. The contract presently calls for the contractor to upgrade one AB-1340/G 30 meter mast for each each four Mobile Subscriber Equipment (MSE) System AN/TRC-190A(V)3 radio terminal assemblages which it upgrades under the contract. CECOM has decided to have AB-1373/TRC 30 meter masts, rather than AB-1340/G 30 meter masts, upgraded for use with the MSE radio terminal assemblages which are upgraded under the contract. The work contemplated is design of modifications to the AB-1373/TRC mast to enable it to accomodate a second antenna; design of modifications to racks on the Nodal Support Vehicle of the MSE System, to enable the racks to accomodate the AB-1373/TRC mast; production and installation of modification kits for the AB-1373/TRC mast and Nodal Support Vehicle; testing of the modifications; revision of supporting technical documentation; and development and presentation of operator/maintainer training on the modifications. Thirteen AB-1373/TRC masts are to be modified for the fifty-two AN/TRC-190A(V)3 assemblage upgrade kits required for the basic contract, and another five are to be modified for the twenty AN/TRC-190A(V)3 assemblage upgrade kits which the Government has ordered by exercise of the Fiscal Year (FY) 1999 option in the contract. The FY 1999 -- 2007 option prices in the contract for AN/TRC-190A(V)3 assemblage upgrade kits are to be revised to reflect the change in the 30 meter mast to be modified. CECOM proposes to negotiate noncompetitively with the Canadian Commercial Corporation for the work associated with the change in the 30 meter mast to be modified, because its subcontractor for Contract No. DAAB07-98-C-F505, Canadian Marconi Company of Ville Saint-Laurent, Quebec, is the only source capable of completing this work without delaying fielding of the Army's First Digitized Division (FDD).
