The Headquarters IOC intends to issue a sole-source purchase order to RACOM Corporation when funds are available. The purchase order is to upgrade the existing EDACS Network system at Rock Island Arsenal with 4 each Enhanced Digital Access Communications Systems (EDACS) BiDirectional Amplifiers. This includes full installation; and synchronization and functionality with the existing system. Funds are not presently available for this acquisition. No contract award will be made until funds are made available from which payment for contract purposes can be made. Vendors believing they can upgrade the exiting system, shall submit a written response within forty-five days of the publication date of this notice that clearly show its ability to meet the Governments needs-responses shall include firm-fixed prices. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable-No contract award will be made on the basis of offer/proposals received in response tothis notice. Written responses must include a minimum brand name of product, model number/part number, and specifications for the product, how the synchronization of the product will be completed with the RACOM Corporation EDACS. The Bi-Directional Amplifier is a configuration of antennas, cabling, and electronics, that is synchronized with the RACOM EDACS 800 MHz digital network. All integration and synchronization with the EDACS network must be performed by the RACOM Corporation engineering Staff. Installation costs/synchronization costs will be taken into consideration. All technical information must be sufficient to enable the Government to determine if a solicitation is warranted. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the vendor and all firms that responded to this synopsis of intent or otherwise request a copy of solicitation. If no affirmative responses are received clearly demonstrating the vendor's ability to meet the Government's needs, a purchase order shall be issued to RACOM Corporation to provide the Enhanced Digital Access Communications Systems Bi-Directional Amplifier and the installation/synchronization.
