This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number, N00173-99-R-JW02, is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11 and for Defense Federal Acquisition Regulation Supplement (DFARS) through Defense Acquisition Circular 91-13. The FAR and DFAR provisions and clauses cited herein are incorporated by reference into this solicitation. This acquisition is unrestricted. The small business size standard for this acquisition is $20,000,000 and the standard industry code (SIC) is 3825. Contract Line Item Number (CLIN) 0001: Function and design: This instrument must measure the specular and diffuse reflectance of samples in the infrared frequency regime. In order to provide the highest possible resolution, the instrument configuration must employ one of the following approaches: (1) the sample location must be at one focus of a hemiellipsoid, and a blackbody source must be located at the other focus; in this way the sample is irradiated from all directions; (2) alternately, another configuration may be used that provides equivalent or greater power throughput. The instrument must provide diffuse irradiation of the sample from all directions. The instrument must pick off the energy reflected in a given direction and direct it into a spectrometer for analysis. The instrument must permit separation of the specular and diffuse components of this reflected energy, such as by blocking off the energy incident on the sample at the specular angle. Detailed specifications are as follows: (1) Spectral Range: 2-25 microns. (2) Angular Range: 10 to 80 degrees incidence. Must also permit transmissions measurements with transmissions measurement angles between 0 and 60 degrees incidence. (3) Polarization: Average, perpendicular and parallel. (4) Resolution: Must have a 4 cm-1 setting, plus another setting in the range up to 16 cm-1. (5) Sample Size: Capacity to accommodate 1" diameter and 1" X 1" samples, as well as capacity to accommodate up to 3" X 4" samples. (6) Calibration: Automatic calibration against a specular gold standard between each polarization/angle measurement. (7) Sample temperature: controllable from room temperature to 500o C. (8) Computer Control: This must be a "turn-key" system. Entire measurement set at pre-programmable angles and polarizations must be performed under computer control without human intervention, including but not limited to measurement angle hardware, such as mirrors, and polarizer changes, sample/standard interchanges, the specular beam blocker and the control of the spectrometer and recording of data. Source beam chopping must be synchronized to moving FTIR mirror to eliminate the sample self emission error. (9) Output data: Must provide reflectance for parallel, perpendicular and unpolarized beam at multiple user selected angles within the angular range, with separation of the reflectance into diffuse and specular components. Must provide collimated and scattered transmittance at 0o incidence. Must provide directional emittances as a function of angle (within the angular range), of wavelength, and of temperature (up to 500o C). Must provide total hemispherical emittance as a function of temperature. (10) Data format: The output format for the reflection/transmission data must be compatible with the Government owned, unmodified, Surface Optics Corporation ScatCAD analysis software. (11) Software: Must include at least instrument control, project and data base management, and standard software included with the FTIR spectrometer. Must provide the equivalent of a user-friendly, graphical user-interface such as WindowsTM. (12) Spectrometer. The instrument must include a Nicolet 550 FTIR KBr spectrometer system or other spectrometer system that is equally capable of fulfilling the requirements of this specification. Integration of the directional reflectometer and the spectrometer must permit normal use of the spectrometer for other types of measurements. (13) Size: The instrument must be a bench instrument. Offeror's shall propose delivery between the desired and required delivery dates. The desired delivery date is May 31, 1999. The required delivery date is June 30, 1999. Both the desired and required dates are based on award of the contract by May 14, 1999. If award is made after May 14, the contract will reflect a day-for-day slip in the delivery schedule. The contractor shall deliver the system (all shipping charges paid) and the Government shall accept the system FOB destination, Naval Research Laboratory, Washington, DC 20375. Offerors are advised to propose in accordance with the provision at FAR 52.212-1 Instructions to Offerors -- Commercial Items. There are no addenda to the provision FAR 52.212-1. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation -- Commercial Items. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 are: technical acceptability, price and delivery. Award will be made to the technically acceptable offeror whose evaluated price, after any adjustment for delivery after the desired delivery date, is the lowest. Offers will be adjusted for delivery after the desired delivery date, for evaluation purposes only, by adding $2,588 if delivery is proposed from June 1 through June 15, and an additional $2,588 if delivery is proposed from June 16 through June 30. Offerors are advised to include with their offer a completed copy of the following provisions: FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items, DFARS 252.212-7000 Offeror Representations and Certifications -- Commercial Items and DFARS 252.225-7000 Buy American Act -- Balance of Payments Program Certificate. The following FAR clauses apply to this solicitation: FAR 52.212-4 Contract Terms and Conditions -- Commercial Items with no addenda and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The additional clauses cited under FAR 52.212-5 that are applicable to this solicitation are: FAR 52.203-6, FAR 52.219-4, FAR 52.219-8, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, 52.225-18 and 52.247-64. DFARS clauses 252.204-7004 and 252.232-7009 apply to this acquisition. The clause at DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. Standard commercial warranty and product documentation must be provided. Any contract awarded as a result of this solicitation will be a DO rated order certified for national use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700).
