modification 02 to the combined synopsis/solicitation number
N00173-99-R-JR02, issued by the Naval Research Laboratory (NRL) on 01
March 1999 and modified on 24 March 1999, for the acquisition of
engineering design and installation of a blown optical fiber (BOF)
network aboard its full-scale fire research and damage control RDT&E
platform, the ex-USS Shadwell, located in Mobile, AL. This modification
is issued to revise solicitation requirements and respond to questions
submitted by interested parties. The following changes are made to the
solicitation: 1. Node Room 2 was incorrectly listed. The correct
compartment description is: "Node Room 2: 01-22-23 01 Level Starboard"
2. Node Room 8 has been changed. It is located on the 2nd Deck aft of
Frame 64 (180 feet feet aft of Node Room 7). "Node Room 8: 2-64-2 2nd
Deck Port Wing Wall" 3. A new Node Room 10 has been added on the 4th
Deck starboard side with the description: "Node Room 10: 4-22-1 4th
Deck Starboard" Revised scale drawings to reflect these changes are
available for downloading and review via the internet at
http://heron.nrl.navy.mil/contracts/home.htm, reference RFP Number
N00173-99-R-JR02. The following are responses to questions against the
solicitation: Question 1. Is this installation to be IT-21 compliant?
Answer: IT-21 compliance is not required. The Shadwell is not a
commissioned ship, and is exempt from this requirement. Question 2.
Other than OEM warranties, will extended warranties be required?
Answer: Extended warranties are not required. Question 3. Will quotes
for On-Site Technical Assistance, upgrades or maintenance be requested
for some period after the installation is complete? Answer: Quotes for
on-site technical assistance, upgrades or maintenance are not required
or requested. Question 4. What NRL standards or requirements must be
adhered to during the installation? Answer: The RFP lists all of the
required standards/requirements. Plus an On-Site Requirements document
will be made a part of the resulting contract.Question 5: Should the
BOF be commercial or the maritime-recommended product? Answer:
Commercial grade BOF is acceptable. Question 6: What are the brand
name, model, and connectivity standards for the video equipment? What
are the locations and density of the video sound equipment, and is the
video equipment permanently mounted? Answer: Video encoder equipment
must accept NTSC composite video inputs. Cameras and microphones used
on the Shadwell are portable and are relocated to provide coverage for
the particular test being conducted. The contractor is not required to
provide connectivity to the camera/ microphone, only to provide an
interface in the node rooms to connect these devices to the network.
Question 7: Current IT-21 standards call for ST-125 Stainless Steel
Fiber Optic connectors to be used on all shipboard fiber optic
backbones. Is this standard being specified for this bid? Answer:
ST-125 Stainless Steel Fiber Optic connectors are required. Question 8:
Will each of the seven cell tube bundles bepopulated and each fiber
connectorized? How many strands of fiber (6,18, etc) are specified for
each of the seven tubes? To what standard must the cables be
marked/tagged? GSO, JMCIS, or IT-21? Answer: All seven cells in the
tube cable need not be populated. Cells may be left empty if they are
not required to meet the connectivity and spares requirements. All
fibers must be connectorized. There is no specification for the number
of fibers in each cell. There is no specific requirement for cable
marking; good commercial practice is acceptable. Question 9: Are there
any existing video encoders? Are they to be provided by the
contractor? If encoders exist, will the Government provide the
protocols? Answer: There are no existing video encoders, switches, or
routers. The contractor must provide this equipment. There is no
specific requirement for equipment mounting; good commercial practice
is acceptable. Question 10. Is there a minimum configuration specified?
Answer: No minimum system configuration is specifiedfor the
workstation. It must be able to display the encoded video in real time.
Question 11. Are there existing cables to be removed from the MCTs? Are
the MCTs sealed for watertight integrity? Will they require sealing on
completion of installation? Answer: The MCTs will be prepared by NRL
personnel before installation to provide enough room for the tube
cable. NRL will also seal the MCTs after installation. The contractor
will not need to remove any cables from the MCTs. Question 12: Can NRL
identify three each 20-Amp circuits per Node Room? Will an emergency
cut-off switch (rotary snap switch) be required for each of the node
rooms as part of the power modification? The IT-21 power requirements
specify that shipboard rack mounted UPS (APC-1400) will be used. Is
shipboard UPS or generic/commercial UPS units directed? Answer: No
power modifications will be made by the contractor. NRL will provide
power to support the node room requirements. Commercial UPSs are
acceptable. Three 20-amp circuits per node roomcan be provided if
necessary. Question 13: How many Operational Computer, Scientific Data
Collection, and Real Time Video system drops or connections will be
connected within each node room? Answer: Each node room must provide at
least 16 10/100BaseT Ethernet autosensing RJ-45 ports for connection to
shipboard equipment and computer systems. Each node room must provide
at least one 1.5 Mbps MPEG1 (or better) video encoder to convert
composite video to Ethernet data. Question 14: Will Isolation
Tranformers be required for the electronic equipment(s) even though the
UPS provide isolation and filtering? Location? Provided by? Answer:
Isolation transformers are not required. Question 15: User Manuals and
Technical documentation for all hardware and software must be
provided? What number of copies? Hardcopy and/or electronic? Are the
drawing requirements to be MIL-STD or that as reflected in the
solicitation and on the NRL web site? OEM manuals will be provided. Are
additional training manuals specified? Number of copies? Answer: At
least one printed and/or electronic copy of all manuals and drawings
must be provided. Drawings need not meet MIL-STD requirements, but the
drawings on the NRL Web site are reduced, scanned versions of the
original drawings and are not representative of the quality of the
drawings required. No additional training manuals (other than OEM
manuals) are required. Question 16: At what location will training
actually be conducted? If on Government property, will the Government
provide a facility? When will training be held (during or at a later
date separate from the installation? Answer: One informal training
session for five people must be provided aboard the Shadwell after the
equipment has been installed and is operational. Training is not
expected to take more than two hours, and no additional material (other
than the specified technical and user manuals) is required. No
follow-on training is required. Question 17: How many video cameras are
in the system? How many video cameras are there in each node? Answer:
There are no permanently mounted video cameras on the Shadwell. Cameras
and microphones used on the Shadwell are portable and are relocated to
provide coverage for the particular test being conducted. Each node
room must provide at least one 1.5 Mbps MPEG1 (or better) video encoder
to convert composite video to Ethernet data. Question 18: Will the
contractor be required to supply wiring installation for video cameras
and audio feeds? Answer: The contractor is not required to provide
connectivity to the camera/microphone, only an interface to connect
these devices to the network in the node rooms. Question 19: Will NRL
supply drawings showing the location of the multiple Cable Transits
(MCTs)? Answer: Yes. Question 20: Can the video encoder be integrated
into a rack mounted work station/server computer? Answer: Yes, but the
video encoder must be functional from a power-up state without
operator intervention. This will generally preclude the use of encoders
intended for desktop video applications. Question 21: In which node
room will the video display workstation be located? Answer: Node Room
1, the Control Room. Question 22: Which node room is considered to be
system hub or main node room? Answer: Either Node Room 1 (Control Room)
or Node Room 3 (Primary Instrumentation Room) may be used for this
purpose. Question 23: What will be the extent of the actual fiber
connections? Answer: Contractors must provide all tube routing boxes,
fiber optic interconnections boxes, and all fiber patch cables between
the fiber plant and the Gigabit Ethernet switches. Question 24: Is the
contractor only responsible for fiber terminal, or beyond? If beyond,
what hardware will be GFE, and what will contractor be required to
provide? Answer: Contractors must provide more than just the fiber
plant. At least 16 10/100BaseT Ethernet autosensing RJ-45 ports are
required in each node room. All equipment necessary to interface these
ports to the Gigabit Ethernet fiber are to be provided by the
contractor. No GFE hardware will be provided. Question 25: Are the
cameras and/or microphones already in place? Answer: Cameras and
microphones used on the Shadwell are portable and are relocated to
provide coverage for the particular test being conducted. Offerors are
not required to provide connectivity to the camera/microphone, only an
interface to connect these devices to the network in the node rooms.
Question 26: Are all peripheral data collection systems, sensors, and
machinery controls in place and ready to interface to a network? If so,
what type of network interface are they equipped with? Answer: The
location and nature of these devices (including audio/video devices)
change based on test requirements for any particular test. Connections
between the node rooms and these devices will be installed by ship's
personnel. Offerors are required to provide at least 16 10/100BaseT
Ethernet autosensing RJ-45 ports in each node room for use by these
devices. Question 27: What is the medium that will (actual or
hypothetical) interface the ships network to the outside world? Answer:
The ship has the ability to connect to the outside world via ISDN
telephone lines, however there is no requirement in the RFP to provide
this. Question 28: Does the intended contract to provide a
"workstation" include the data acquisition software and "real time
plotting" of sensor data? Answer: No. The workstation must have the
ability to decode and display the encoded video that is transmitted
over the network, and any management of network equipment must be
performed from the workstation. Question 29: Does the proposed
deliverable material include the data acquisition hardware or just the
interfacing equipment? Answer: There is no requirement for data
acquisition hardware or software, only the ability to interface such
equipment to the network. Question 30: Will the contractor be allowed
to work and extended work day up to 10 hours starting at 0730 daily
Monday thru Saturday? Answer: No Question 31: Will government furnished
crane support be available to thecontractor? Answer: Yes Question 32:
Will government furnished forklift support be available to the
contractor? Answer: Yes Question 33: Will the government welding
equipment on the Shadwell be available for contractor use? Answer: Yes
Original and two (2) copies of the Offerors proposal must be delivered
to Contracting Officer, Bldg. 222, Rm. 115A, Naval Research Laboratory,
Code 3220:JR, 4555 Overlook Ave. S.W. Washington, DC 20375-5326, and
received no later than 4:00 p.m. E.S.T. on 30 April 1999. The package
should be marked RFP N00173-99-R-JR02, Closing Date: 30 April 1999. All
responsible sources may submit a proposal, which shall be considered by
