This action is for supplies and services in support of the Day Attack AV-8B Harrier Aircraft. This action will be placed as a Firm Fixed Price modification to Delivery Orders N68335-93-G-0159/0002 and 0003 and N68335-97-G-0046/0002. The effort will cover non recurring and recurring costs of adding the capability to test ten (10) Day Attack versions of the Units Under Test (UUTs) currently being developed and produced as part of the CASS Operational Test Program Sets (OTPSs) under the three Delivery Orders referenced. One Day Attack UUT, the Digital Display Indicator (DDI), which is common to the F/A-18, will be placed in the common OTPS, along with an additional peculiar F/A-18 version of the DDI so that all versions will be tested in the same OTPS. This modification will not change the total quantity of OTPS being delivered. The Statutory Authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1," only one responsible source and no other supplies or services will satisfy the requirements".Indra Dtd SA of Madrid, Spain is currently developing Operational Test Program Sets to support systems resident on the Radar version of the AV-8B Harrier. This effort contains UUTs, which are common to the F/A-18. They have been working under Delivery Order N68335-93-G-0159/0002 (since August 4, 1994) and Delivery Order N68335-93-G-0159/0003 (since April 26, 1995) as well as N68335-97-G-0046/0002 (since June 26, 1997).
