Audio Visual Projection Systems: This is a combined synopsis/solicitation for commercial items using simplified acquisition procedures in accordance with FAR 13.5, Test Program For Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11 and Defense Federal Acquisition Regulation 19990325. This is a 100% set-aside for small business acquisition with a standard industrial classification code of 5731, the business size standard is $6.5 million dollar annual revenue. Award will be determined by using the evaluation factors stated in provision 52.212-2, Evaluation-Commercial items. The Government intends to award a Firm Fixed Price purchase order for the following items: (brand names are provided to establish the level of quality and expectation; substitutions must provide all comparable functions and capabilities) Line Item 0001-Provide equipment for an Audiovisual System to be installed in the Briefing Room, Line Item 0002-Provide equipment for three (3) Audiovisual Systems to be installed in each of three board rooms, Line Item 0003-Installation of line items 0001 and 0002, Line Item 0004-Provide pricing for extended hardware and software warranties for line items 0001 and 0002. Line item 0004 may not be awarded under this purchase order. 1. BRIEFING ROOM AUDIOVISUAL SYSTEMS (LINE ITEM 0001) Room measures 16.2m X 10.0m, Projection room measures 2.45m X 10.5m Front projection screen measures 2.4m X 2.4m, rear screen measures 1.8m X 2.4m 1.1 SCREEN CONTROL INTERFACE Interface and cabling to integrate system to existing electric screen 1.2 REMOTE CONTROL SYSTEMS 2 AMX Touchpanel Systems are planned. One to be located in the lectern and one in the rear-projection room equipment enclosure. The rear-located panel will have independent control capabilities. 1.2.1. Hardware Issues AdditionalHand-held RF control to be provided. Provide control cards, interface boxes, wall plates and cabling as required for a completely functional system. RF receiver to be free from interference. All infrared emitters shall be mounted inside their respective units. 1.2.2. Software Issues One power switch readies all equipment for operation. Simply load media and begin presentation. Where projection lamps are employed, software design is to allow proper cool down. Selecting a media device from the main menu will setup video projector, preset volume, lighting and screen. Where functions are specified, implement only these functions. Where functions are not specified, implement ALL controllable features. Each media device to have a user-definable, discrete volume preset level and volume transition time. Volume control only affects media sources. Volume and switching presets are initiated whenever a media source is selected from the main menu. All VCR video devices to default (upon pressing stop or power-up) to blue field or blank screen. Supply fully illustrated owner_s manual. Manual to clearly document every control screen. Detail/illustrate function of each button and feature. All systems to be delivered to site as fully functional assemblies. Demonstrate software functionality for owner_s representative. 1.3. VIDEO & COMPUTER DISTRIBUTION SYSTEM RGB and Sync distribution must conform to the following specifications: No splices in cable. RGBHV distribution . Support Macintosh and VGA signals. Totally free from transient and static noise. 1.3.1. VIDEO PROJECTOR A Sharp XG-E3500U 1300-lumen,1024x768 (XGA) native-resolution projection system capable of a minimum of 85% uniformity is planned for the System. If an alternate is proposed, it is the responsibility of the vendor to insure the functionality and suitability as required. 1.3.1.1. Video Projector Mounting Requirements Use the following information for design and construction of rear-projection optical mounting assembly: Image must fill screen width. Mount to accommodate projector load. Threaded rod longer than three inches may not be used. All materials sized for appropriate safety factor. 1.3.2. LECTERN a) A custom lectern is planned. Lectern to house: Recessed AMX touchpanel Computer monitor Slim line microphone PC/MAC and laptop (equipment by owner) Interfaces and cabling Keyboard/Mouse drawer (equipment by owner) b) Provide design of proposed lectern, including finish to match existing space. 1.3.3. Elmo EV-400 Visual Presenter 1.3.4. DVD Player Provide Panasonic DVD-T2000 or equivalent. 1.3.5. S-VHS Players Supply (2) S-VHS/VHS players manufactured by Mitsubishi, Panasonic, Sony, Sharp or approved equal. Pertinent features: S-VHS and VHS playback capability VHS Hi-Fi and Normal audio playback High-quality still frame 250x Fast Forward and Rewind 1.3.6. Recording and Distribution Supply Hitachi KP-C550-S2 camera with mount, 13" monitor, cabling, power supply and lens. It is to be ceiling-mounted in the briefing room so that it will display the presenter and projection screen. This video along with an audio feed from the briefing room shall be distributed to a dedicated VHS recording VCR located in the rear-projection room rack enclosure. 1.3.7. Audio Tape Supply Marantz PMD-510. Substitutes must have these features: Remote deck address by discrete command. Simultaneous playback and record capability. 1.3.8. Audio System a) TOA 120-watt, 70-volt amplifier b) Electrovoice EQ-131 1/3-octave equalizer c) Audience speakers to be 2' x 2' replacement ceiling tile-type. Quantity to be determined by coverage pattern. A rear-projection room reference monitor will be required. 1.3.9. UHF wireless microphone a) Provide Vega U-2020-coex system b) True-diversity antenna placement to eliminate dropouts 1.3.10. Custom Stage Floorbox a) Appropriate connections for lectern b) Connections to user-supplied LAN/Telephone to be provided 1.3.11. Rack mounting Supply Winsted, Atlas, Lowell or similar rack mounting for all AV equipment. Rack must have removable side panels. 2. BOARDROOMS(LINE ITEM 0002) The three boardroom measurements are: Room 102: 8.4m X 7.05m Room 116: 9.03m X 8.65m Room 123: 6.0m X 10.6m The following sub-systems should be planned for each room. Ceiling-mounted 900-lumen XGA Data/Video Projector Custom input plate on wall to support all inputs on Projector; Must have connection on plate for cable TV (by others), includes High-resolution cabling Overflow A/V input from Briefing Room 2.1. Computer/Video ceiling-mounted Projection System A Sharp XG-NV3XB Data Projection is desired. It shall include all ceiling mount hardware as required. 2.1.2. Projection Screen A Dalite 70x70 Model C manual screen is desired 2.1.3. Custom input wall plate A custom wall plate located near the computer position will be provided. It shall provide high-resolution cabling for all inputs to the data projection system. 3. Installation (LINE ITEM 0003) Care shall be taken in the handling of equipment to avoid scratching or defacement during the course of installation. Any items showing evidence of such mishandling shall be replaced at no expense to the owner. Provide pricing for installation of all equipment in line items 0001 and 0002. 4. Warranty and Service (LINE ITEM 0004) Please provide pricing for any hard ware and software extended warranty options and any service agreements which may be available, beyond the standard commercial warranty provided at no additional cost. There are several provisions and clauses that apply to this acquisition. The first provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this acquisition. There is an addendum to paragraph (h) in this provision. Only one award will be made as a result of this solicitation. Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated with the following evaluation factors to be included in paragraph (a) (1) past performance- Offerors shall submit at least 5 references from past audio visual projection system contracts. All references shall be within the last three years. These sources may be contacted to validate the information, (2)technical- Offerors shall submit all product literature for the equipment which they are proposing, technical features, warranty information and options (maximum on site response time is one (1) business day), and (3)price. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Alt I (Deviation) Offeror Representation and Certifications Commercial Items and a completed copy of DFAR 252.212-7000 Offeror Representations and Certifications-Commercial Items. All information technology items must be Year 2000 compliant. Year 2000 compliant, as used in this part, means, with respect to information technology, that the information technology accurately processes date/time data from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations, to the extent that other information technology, used in combination with the information technology being acquired, properly exchanges date/time data with it.
