The VA Health Care System of Ohio (VISN 10) consisting of 4 Medical Centers and one Outpatient Clinic has a requirement for obtaining a source of supply for remanufactured toner cartridges. All remanufactured toner cartridges must be disassembled, inspected and all worn parts replaced with new long life after market components. Replacement toner will be OEM product. Each remanfactured toner cartridge will be post tested for print and visual quality by placing in its proper machine and test prints run to insure all print components are functioning properly. Cartridges will be heat-sealed in an anti-static foil bag, light-sensitive bag meeting or exceeding OEM standards. Packaging shall be constructed to permit users to re-package used cartridges for return to vendor, similar to OEM box. The vendor will pay for return shipment by a prepaid label. Cartridges defective at time of use shall be replaced at no cost to the Government. Cartridges will be on an excanged system.
