of Engineer Research and Development Center (ERDC) Waterways Experiment
Station (WES) requires the services of engineers and scientists which
are renowned professionals in their fields in support of a Resident
Research Associateship Program and various other research programs. The
Contractor must be able to conduct a national competition for
outstanding scientists and engineers at the recent postdoctoral and at
the renowned researchers levels and award research opportunities as
guest investigators at participating Corps of Engineers Study units.
The research must be compatible with the research interest of the Corps
of Engineers. The objectives of this effort are (1) to provide
post-doctoral scientists and engineers of unusual promise and ability
opportunities for research, (2) to provide world-renowned leading
researchers a sabbatical opportunity to perform research on problems
associated with the Corps of Engineers, and (3) to contribute to the
overall research effort of the Corpsof Engineers. The Contractor will
be required to have the capability to attract and select the most
outstanding researchers on a nationwide basis with Doctoral Degrees to
perform the required research. The Contractor must assemble select
study panels of recognized experts to evaluate individual participant
proposals in each of the following scientific and engineering
disciplines: Coastal Processes, Coastal Engineering, Environmental
Engineering, Chemistry, Biodynamics, Aquatic, Toxicology, Biological
and Applied Sciences, Ecology, Special Data Analysis, Remote Sensing
and Image Processing, Hazardous Waste Management, Environmental
Restoration, cultural Resources, Risk Assessment, Wetlands Ecology,
Microbiology, Water Quality and Containment Modeling, Hydraulic
Engineering, Numerical Modeling, Sediment Transport, Oceanography,
Coastal Ecology, Instrumentation and Sensor Development, computer
Science, Information Management, Computer Aided Design, High Speed
Computation, Visualization, Geology, Architectural Engineering,
Seismology, Civil Engineering, Materials Engineering, Geomechanics,
Weapons Effects, Engineering Geology, Physics, and Structural
Mechanics. The Contractor should be familiar with the research
interests of the Corps of Engineers in order to provide postdoctoral
scientists and engineers of unusual ability to conduct research in
these particular areas. The Contractor must also provide panel experts
who are recognized authorities with scholarly credentials and previous
experience in analyzing research proposals related to the areas of
interest identified above. The Contractor must also have a facility
cleared for access to secret information. The only known source capable
of meeting the above requirements is the National Academy of Sciences,
2101 Constitution Avenue, N.W., Washington, D.C. In the event no other
sources are found which can comply with the above requirements the U.S.
Army Engineer Waterways Experiment Station plans to issue a contract to
the above academy under the authority of U.S.C. 2340(c)(1). Any
