Sources are sought that have the demonstrated capability to provide and manage research resources for short-term intermittent research and development efforts in the area of manufacturing technology and to provide technical and engineering feasibility demonstrations. The Advanced Manufacturing Technology Feasibility Demonstrations (AMTFD) program has a twofold objective: (1) to provide the capability to conduct evaluations and validations of technologies in manufacturing and engineering systems, processing and fabrication, materials process design, electronics, and advanced industrial practices, and (2) to conduct benefits analyses, technology transfer, and information dissemination in each of these technical areas. It is envisioned that individual research projects will be assigned during the contract for which the contractor shall provide individuals who are expert within the basic areas mentioned above, or who are uniquely qualified to provide technical support to such people. Anticipated period of performance for entire contract: 36 months for issuance of orders, 48 months for technical performance and reporting. The contractor shall perform the assigned research orders utilizing his own resources and supported by subcontract, as appropriate. Each research or task order shall be a separate unit of work. The nature of this effort requires frequent visits to Wright-Patterson Air Force Base to manage ongoing research projects and close coordination between contractor personnel and the Air Force during initiation and completion of each individual research or task project. This program may require the ability to quickly respond to time sensitive research projects. This is not a request for proposal submission. It is a market research tool to determine the availability and adequacy of potential sources prior to issuing a Request for Proposal. Firms responding to this announcement should indicate their business size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, or minority institution. For this item, the general definition to be used to determine whether your firm is small is as follows: "a small business concern is independently owned and operated, is not dominant in the field of operation in which it is bidding on government contracts and with its affiliates, the number of employees does not exceed 500 persons." SIC code 8731 applies. "Concern" means any business entity or organization for profit with a place of business in the United States, its possessions, Puerto Rico, or the trust territory of the Pacific islands, including but not limited to an individual, partnership, corporation joint venture association or corporation. The only purpose of the Ombudsman is to receive and communicate serious concerns from the potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition.
