accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number F05611-99-T-0997. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. The Standard Industrial Classification
Number is 8731 and the Business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1, Instructions to Offerors -- Commercial Items. The proposed
contract action listed here is approved sole source to Dr. Eric J.
Jumper, Department of Aerospace and Mechanical Engineering, University
of Notre Dame, Notre Dame, IN 56556, IAW AFFAR SUPP 5313.16 using the
simplified acquisition procedures, under FAR Part 13.5, "Test Program
for Certain Commercial Items". Firm Fixed Price. Description: Research
services to support testing for the Air Force Research Laboratory
(AFRL) in USAFA's Jet Engine Test Cells. Line Item Number 0001
Acquisition of unsteady pressure data along an airfoil surface (Inlet
Guide Vane type probe, IGV probe) in a cascade tunnel and upstream of
the F109 Fan. Work is in direct support of a joint research program
between the USAFA and the University of Notre Dame using the
AlliedSignal F109 Turbofan engine, in place in Test Cell Number 3 of
the USAFA Jet Engine Test Facility. Research is part of the Air Force's
High Cycle Fatigue (HCF) Correction Program that has been ongoing since
FY 96. The general tasks for this next phase of research are as
follows: 1) Confirm the final design of the Inlet Guide Vane (IGV)
probe that was preliminarily designed under the previous effort.
Coordination will be with the Air Force Academy technical coordinator.
This will include verification of the transducer response time, and
approval of the IGV probe geometry, airfoil section, and mechanical
connection to existing traverse. a) Attempt to arrange a dynamic
response test of the probe/pressure transducer configuration (with and
without a plenum) at Wright State University. b) Build a test IGV
probe to be used in the Notre Dame cascade facility: Design and
fabricate an unloaded cascade section for the Notre Dame trisonic
in-draft tunnel. Locate or refabricate the trigger cylinder for the
phase-locked data acquisition (the government will supply the pressure
transducer (Kulite) to Notre Dame). Test and validate the IGV probe in
the Notre Dame Cascade facility. Reduce, analyze and interpret the
Notre Dame Cascade data. 2) Design a Prototype IGV probe and coordinate
the joint design of the probe-support interface (joint USAFA and Notre
Dame effort). a) Build a test IGV probe to be used in the F109 engine.
3) Develop Preliminary Test Protocol for the F109 engine tests,to
include safety considerations. 4) Perform two weeks of F109 testing. 5)
Continued data reduction from USAFA F109 Engine data collected in FY97
through FY98. Contractor will provide guidance and assistance in
planning, design and construction of the IGV probe and probe support.
Contractor will provide guidance and assistance in testing the probe in
the cascade tunnel and F109 engine. Period of performance is 30 May
99-31 May 00. Contractor will provide a Graduate Research Assistant
(RA), or equivalent, on site at the USAFA approximately 1 Aug 99 to
perform F109 testing and data reduction. Contractor will submit a final
report to the USAFA that includes the details of any probe designs,
mechanical and electrical circuit diagrams, and cascade and F109 engine
test data associated with the IGV probe. Also included in the report
will be the results of the continued analysis and data reduction from
data acquired during FY97 and FY98 testing. The final report will be
delivered to USAFA on or before 31 May 00, to Dr. Aaron Byerley, HQ
