20050-6563 B -- ASSESSMENT OF DIA'S CURRENT COMPENSATION SYSTEM DUE 051099 POC
Sharon K. Stewart (202) 231-2825 The Viginia Contracting Activity on
behalf of the Defense Intelligence Agency (DIA) is seeking sources
capable of conducting an in-depth study of DIA's current compensation
and reward system, and providing options and recommendations that will
move DIA toward a viable pay-for-performance compensation and reward
system. The services would include completing an assessment of DIA's
current civilian compensation system (excluding the Defense
Intelligence Senior Executive Service (DISES) and Defense Intelligence
Senior Level (DISL). The assessment would be made in coordination with
the DIA compensation Project Manager (CPM) and would study the
feasibility of implementing a compensation program in DIA linked to
performance measures, employee skills, development and productivity.
The services would include developing compensation options and making
compensation system improvement recommendations for DIA Executive
Comittee (EXCOM) consideration. The objective of this procurement would
be for the contractor to perform an assessment of DIA's current
compensation system (including supporting performance management
systems and the ongoing occupational analysis) and make appropriate
recommendations to either maintain the current system as is, make
modifications to the current system, or adopt an alternative system.

20340-5100. Respondents should submit their information packages to
include brochures or any other information which demonstrates the
contractor's ability to provide the aforementioned requirements. This
is NOT A REQUEST FOR PROPOSAL nor will the Government pay for any
information submitted. The information received under this announcement
will not be used to qualify any source. It is for planning purposes
only; however, this may serve as the only notice for this procurement.
