This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued!! 17(ii). Solicitation Number 7TF-99-0017. Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11!! 17(iv). This is a full and open procurement under SIC 7372, Prepackaged Software!! 17(v). Description: There are several contract line items, which are not optional: ITEMS LISTED 17(vi). BUREAU OF INDIAN AFFAIRS DATA CLEANUP, AUTOMATED TOOL ACQUISITON. Background: The Bureau of Indian Affairs (BIA), Division of Contracts & Grants Administration, 505 Marquette NW, Suite 1400, Albuquerque, New Mexico, is in the process of working with to modify their existing system to meet the functional requirements of TAAMS. Concurrent with this process, the BIA has an extensive Data cleanup effort that is required to support the implementation of TAAMS. The TAAMS program is the replacement of several legacy systems with a single modified COTS Package. Data cleanup prior to data migration is a key area in the success of the TAAMS Implementation. The legacy systems are loosely connected and there are known problems with data consistency between and within the systems. The Pilot phase for the TAAMS Implementation is the Billings Area Office, which is scheduled for June -- September/1999. The BIA has identified that an automated tool is needed to support the Data Cleanup effort that is required at all Area and Agencies Offices that will use TAAMS. Data Cleanup will continue after data migration and the TAAMS implementation to ensure that the TAAMS system receives quality data and that the system meets users needs. Statement of Requirement: The tool purchased in this acquisition will be utilized by BIA to insure data quality on a continuous basis. BIA OIRM has limited internal staff that is currently dedicated to other priority projects, such as the remediation of existing systems especially IRMS which supports trust management activities and testing those systems to ensure compliance with year 2000 requirements. BIA has decided to acquire an automated tool to assist in the identification of anomalous data in the current legacy systems prior to conversion to TAAMS. The use of the tool will mitigate the requirement for computer programs to be written by OIRM staff. Using existing data or information from the IRMS legacy systems without data cleanup or verification could negatively impact successful implementation of TAAMS within project deadlines, and user acceptance of TAAMS. While cost is also a factor, the attributes of the base tools proposed are the deciding factor for this acquisition. The following table contains the desired attributes. Requirement 1 All products shall be able to run on MVS, UNIX, NT, and Client Server platforms 2 Product can build keys between individuals, business, and other relationship regardless of name and address. (i.e. relationship between person and business, etc.) 3 Identify all relationships within the data 4 Able to use all domains 5 Ability to parse and match free form test fields and identify all relationships within the fields while breaking fields down to component parts 6 To tailor the matching application to the specific business rules for the customer so that the highest data quality can be achieved 7 Utilizes probablisitic matching 8 To automatically adjust weights based on data quality 9 Use external files and use them for matching as well as appending missing information 10 Incorporates the use of NYSIIS and Soundex phonetic technology, or equivalent 11 Ability to address mixed domain fields. (i.e., information that crosses multiple fields with each field having a different domain. The technology must be able to breakeach piece of information that crosses the fields and understand the correct meaning of each word such as no misrepresentation exists -- 100% visibility to the data) 12 Achieve data quality in excess of 98% 13 Match to allow de-dup of one to many, many to one, and many to many relationships 14 Has pre-built data investigation, standardization, matching and output procedures, especially for more than one name and address structure 15 Product does not require any external coding in order to achieve 98% data quality 16 Able to automatically compute and adjust match weighting based on the frequency (or rarity) of individual data values within fields used for matching. (I.e., If matching on name as a criteria, have the product automatically recognize the uniqueness of the last name Begay vs. Smith. The product would automatically give the match weight for Begay a higher value than the last name of Smith 17 Product rules are both parameter and table driven for easy maintainability. No code must be compiled for the data re-engineering application to be developed 18 Applications can be developed on one platform and can be ported and run on any of the other platforms 19 Product can produce platform specific job streams, MVS, JCL, UNIX Shell Script 20 Product is modular and allows for the integration of any pre-existing or outside process or application at any step of the re-engineering effort 21 Product has online capabilities and must be a integral function of the product (callable and realtime capability) In addition to the above base product(s), this requirement includes the following: license fees for the base product for the first year 5 seats developer product client software and license fees for one year minimum of one-week training, up to 20 trainees, on-site in Albuquerque, New Mexico additional consulting in one week increments DESCRIPTION & QUANTITY: 1 each, Perpetual Single NT License Fee for the Integrity Data Re-engineering tool, includes first year maintenance; 5 each, Restricted Integrity PC Developers License Fee, includes five (5) limited desktop PC Build and Run time versions; 1 each, Additional Consulting and Implementation Support-Consulting Strip of Fifteen (15) days; Estimated travel and per diem costs for product trainer (5 days). 17(vii). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of the item offered to meet the Government requirement (b) Past Performance (see below) and (c) Delivery Terms -- ability to meet required delivery schedule and (2) Price. Factors are listed in their relative order of importance. Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offeror (see below) and any other information the Government may obtain by following up on the information provided by the offeror and/or through other sources (i.e., offeror's performance on previously awarded delivery orders/contracts and/or contracts with other Government entities). The offeror must identify two Federal, state, or local government and private contracts or delivery/task orders for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact,current telephone number and fax number for each contract. This list is due by the date established for receipt of proposals. 17(x).
