The U.S. Department of Energy, Idaho Operations Office (DOE-ID) Radiological Environmental Sciences Laboratory (RESL) seeks sources to provide a commercial, off-the-shelf Laboratory Information Management System (LIMS). LIMS are information management systems designed specifically for the analytical laboratory. There are three primary issues for choosing a LIMS: control, cost-effectiveness, and timeliness. DOE-ID RESL is looking for systems that advance laboratory productivity. RESL's focus is on a open system architecture that offers flexibility and the options to easily upgrade. The system's built-in flexibility and extended information access must provide for greater productivity. The partnering of knowledge and expertise, both internally between Management Information System (MIS) and the laboratory, and externally between vendors with bundled offerings. Maximum flexibility and open systems are important in taking advantage of what we need now and future planning to support our infrastructure. Additional items to be included are setup (or customization), instrumentation connections, report creation, onsite employee training and travel to RESL facility/laboratory. (Travel to RESL from Idaho Falls, closest major airport, is approximately 120 miles roundtrip.) The proposed LIMS will be based on the following acceptable processes which includes these elements of criteria at a minimum: 1. Work in a Novell / Windows NT Operating Environment-Client/Server Architecture, Open Database Connection (ODBC) compliant, 2. Interested vendors shall provide an evaluation copy of their software along with system documentation including process and data models and users guides for evaluation, 3. Provide expertise in connection to radiological instrumentation running Canberra Software and interface with RESL's other analytical instrumentation, 4. Expertise with radiochemistry instrumentation-ease of connecting to existing instrumentation, 5. Fits within DOE-ID software support architecture (i.e. Oracle, Access, Visual Basic, etc.), 6. Tailored to RESL's analytical instrumental needs with minimal or no additional programming required that would invalidate future upgrades, 7. Utilizes multi-level security for sample logging, data entry, data approval, QA/QC approval and report generation, 8. Provides powerful, interactive reporting tools-Customizable reports, QA/QC, Bar-coding, Sample receiving, tracking, reporting, Chain of custody support, 9. Easily tailored to address future user-specific requirements-network and instruments connections, adaptability -- ability to grow with addition of new instrumentation, compatibility with DOE-ID network environment (Novell/Windows NT), RESL network environment (Windows NT) and RESL instrument specific requirements, 10. Vendor Documentation-Data & Process Models, User Guides, 11. Vendor Change Control-Documentation of change control procedure for customer requested changes, 12. Support and maintenance, 13. Excellent customer satisfaction record; customer references are required, 14. On site training for RESL's personnel on interface programming, 15. Provide for data calculations to be performed between data gathering (the instrument) and database entry (the LIMS). 16. Potential for rewording or creating new data fields for data capture.
