This is a combined/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This solicitation incorporates provisions and clauses that are in effect through federal acquisition circular 46. This is a request for quote for environmental emissions testing of incinerators and boilers at the V.A. Medical Center, Miami, Fl. The announcement constitutes the only solicitation being issued; quotations are being requested for RFQ-546-04-99. The government intends to issue a purchase order for the period of 5/1/99 to 9/30/99 with 2 option years. Vendor will supply all parts, labor and, materials to conduct compliance testing (stack testing) and related engineering tests for hydrogen chloride, dioxin, furan, Pb, Cd, Hg carbon monoxide particulate and opacity emission testing on the incinerator and boilers located at: 1201 N.W. 16th street, Miami, Fl 33125. First testing to be conducted by in May of 1999. Vendor will conduct testing necessary to complete annual operating report for air pollutant facility in accordance with DEP. form #62-210.900. (All testing must be in compliance with and follow all local, state, and federal regulations. Upon completion of testing vendor will submit completed forms #62-210.900 (5) in triplicate to Miami V.A. vendor will also serve as a consultant during contract year should the need arise. Vendor is also required to have a minimum of 5 years of doing business as an air emission testing facility with field of expertise conductive to this contact. Copies of appropriate licenses and references verifying experience must be submitted with quotations. The government intends to award a firm-fixed price contract based references, credentials, and price. The following clauses apply the Buy American act (41 U.S.C.10) 52.225-18.
