of the Readiness Business Center (RBC) Support Services for Fort Drum,
NY. Second synopsis and notification of Draft Request For Proposal. The
intent of this study is to determine the most efficient and cost
effective method of providing the management and operation of the RBC
services. This notice does not constitute a commitment by the
Government. The study will determine whether these services should be
performed under a contract with commercial sources or through the
federal work force. A Government proposal to provide these services is
being developed and a contract may or may not result. RBC services
sustain Fort Drum's readiness mission. Functional areas include Battle
Simulation Center, Training (Civilian/Military), Training Support
Center, Plans and Operations Support, Combat Readiness Training
Support, and Educational Services. Proposal evaluation will be in
accordance with the procedures set forth in OMB Circular A-76 and
Section M of the of the Request for Proposal (RFP). RFP issuance will
be o/a 28 Jun 99, and will be available by accessing the Fort Drum
Directorate of Contracting's Home Page at

Hard copies of the RFP will not be available. Any resultant contract
will have a performance period consisting of a base year with four
option years and contract type is anticipated to be cost plus award
fee. A complete technical, management and cost proposal with associated
documentation will be required. SIC is 8744 with small business size
standard of $20.0 million. Solicitation is unrestricted and offers may
be submitted by any responsible source. A draft RFP will be issued o/a
21 Apr 99. The draft RFP will be also available at the Fort Drum
