Description: OO-ALC intends to issue a Request For Proposals (RFP) for
joint technical, test and training services (J-Tech) on the Nevada
Test & Training Range (NTTR), Utah Test & Training Range (UTTR), Air
Force Flight Test Center (AFFTC) at Edwards AFB CA, and the US Navy's
China Lake Electronic Combat Range. It is anticipated that contract
performance will begin at contract award for a period of one year.
Option periods, including Award Term Options, may extend the total
contract length up to 15 years total. It is planned to conduct this
acquisition using full and open competitive source selection procedures
in accordance with AFFARS 5315.1 (using a two-phased approach).
Presolicitation Notice Announcing Advisory Multi-Step Process. This
notice constitutes a presolicitation notice, in accordance with FAR
5.204, and is issued to announce an Advisory Multi-Step Process, in
accordance with FAR 15.202. The Advisory Multi-Step Process is designed
to allow interested prospective prime offerors to submit information
that allows the Government to advise them about their potential to be
viable competitors. Participation in the Advisory Multi-Step Process is
voluntary and not required to participate in any resultant acquisition.

Invitation to participate in an Advisory Multi-Step Process. Interested
industry sources are invited to provide comments to the Government on
draft solicitation documents, as well as to participate in an Advisory
Multi-Step Process. Please see the web site address given above for
information on draft solicitation documents and the Advisory Multi-Step
Process. For those desiring to participate in the Advisory Multi-Step
Process, responses are required by 2 PM MDT on 06 May 99. Small
Business Set-Aside Status: to be determined The approximate
issue/response date will be 07 MAY 1999. Electronic procedure will be
used for this solicitation. See our Web page. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
