International Broadcasting Bureau (USIA/IBB) intends to
non-competitively award a firm-fixed-price (FFP) purchase order, using
FAR Part 13 Simplified Acquisition Procedures, to DynEd International,
Inc. (DynEd) of Foster City, CA to prepare the materials and content of
thirty-nine (39) scripts for two (2) each radio broadcast courses
designed to teach "English as a Second Language (ESL)" to Chinese
speaking audiences. The two ESL courses are entitled: a) New Dynamic
English; and b) Functioning in Business. This non-competitive
procurement is proposed to be made to DynEd pursuant to the authority
of FAR Subpart 6.302-7, 41 USC 253(c)(1); which permits other than full
and open competition when "Only one responsible source and no other
supplies or services will satisfy Agency requirements". The proposed 39
scripts must be fully compatible with the exiting series of USIA/IBB
Voice of America (VOA) ESL scripts for Chinese speaking audiences --
specifically regarding such specialized motivational features as music,
chants, suggestopaedic background cover, etc. -- that are being
broadcast to Chinese speaking audiences by VOA's East Asia and Pacific
Division, Chinese Branch (B/VOA/F); based on interactive listening
syllabus coordinated with bilingual workbook/cassette "study kits" as
approved by B/VOA/F. Based on the above-stated specialized technical
compatibility requirements -- coupled with B/VOA/F's critical
scheduling need to complete production of all 39 scripts for
international broadcasting by December 1999 -- USIA/IBB has determined
that DynEd is the only known source that can fully satisfy these
critical requirements. However, USIA/IBB will receive and review
written expressions of interest by any qualified firms who believe that
they can fully meet USIA/IBB's technical and schedule requirements as
summarized herein for ESL radio broadcast courses for Chinese speaking
audiences that can be funded within USIA/IBB's FY-99 budget for this
procurement. Any interested and responsible firms that desire to
provide the herein-stated Chinese to ESL teaching services to the
USIA/IBB must submit their written statement of such interest in this
proposed FFP procurement, and a brief written summary of their
specialized technical qualifications and experience to the IBB
Contracting Officer for this procurement, Mr. Jim Sullivan, B/PA/AC, by
facsimile at (202) 260-0855; and that must be received and acknowledged
by the Contracting Officer not later than COB (5 p.m., EST), Friday,
May 7, 1999. Oral expressions of interest will not be accepted. Any
questions, technical or otherwise, related to this proposed procurement
shall be in writing and be sent directly and only to the IBB
