Federal Highway Administration (FHWA) anticipates awarding a
cooperative agreement to operate a Tribal Technical Assistance Program
(TTAP) in the geographical area of Nevada and California. The
objectives of the TTAP are to perform the following in a culturally
appropriate manner: 1) Transfer transportation technology to American
Indian tribal governments through training, technical assistance, and
information access. 2) Improve communication on technical
transportation issues among FHWA, Bureau of Indian Affairs, State
highway and transportation agencies, tribal governments, cities,
counties, and metropolitan and regional transportation agencies,
including Municipal Planning Organizations and Rural Planning
Organizations. 3) Assist in developing and implementing new
transportation technologies and administrative procedures at the tribal
level. 4) Provide tribal governments with training and technical
assistance in Public Law 93-638 contracting and self-governance
compacts. 5) Provide training and techical assistance in transportation
planning, recreational travel and tourism planning, and related
economic development, and 6) Provide ongoing contact and communiation
with tribal staffs and elected officials. The ESTIMATED release date of
the Invitation for Application (IFA) is early May. Applications will be
due 30 days after release of the IFA. Submit written requests to the
address indicated above and include two (2) self-addressed gummed
labels. NO telephone, fax or e-mail requests will be accepted. All
IFA's will be mailed in 3 1/2" diskette, WordPerfect 8.0 format. The
IFA and its forms/attachments are also available for downloading on our
Webpage at HTTP://WWW.FHWA.DOT.GOV/AAA/HAMHOME.HTM. Potential offerors
who download copies of solicitations from our Webpage will NOT
automatically receive any amendments to those applications unless you
have also sent in the letter request. It is your responsibility to
check back frequently to see if FHWA has issued any amendments to
applications you have downloaded. All amendments will be posted on, and
may be downloaded from, our Webpage. Printed copies will be made
available to those without Internet capabilites upon receipt of a
