QUANTICO, VIRGINIA (RE-BID) SOL IFB-7213R DUE 061799 POC Mr. Mark R.
Hazen, Contract Specialist, (703)632-1693 The Federal Bureau of
Investigation (FBI) is hereby resoliciting bids utilizing full and open
competition for the FIREARMS RANGE CONSTRUCTION/RENOVATION at the FBI
Academy, Quantico, Virginia. The project consists of, but is not
limited to the following: demolition of existing firearms ranges and
buildings, lead soil remediation, and construction of new firearms
range improvements and structures. The construction work consists of,
but is not limited to, the following: civil work, concrete work,
structural steel structures, precast concrete, aluminum, fiberglass and
glass, concrete masonry units, acoustical ceilings, metal doors and
frames, metal railings, toilet partitions and accessories, resilient
floor tile and base, veneer plaster systems, paint, louvers,
mechanical/electrical/plumbing systems, ballistic walls and protection,
bullet traps and target systems and standing seam metal roofing. The
Base Bid work includes demolition of existing facilities, the
construction of three (3) 25 Meter Ranges, Ballistic Screen Wall, Soil
Remediation, and associated utilities and sitework. Add Alternates are
as follows: No. 1: 50 Meter Range and associated sitework and utilities
related to this facility; No. 2: Stress Obstacle Range and associated
sitework and utilities; and No. 3: Combat Range and associated sitework
and utilities. A single award will be made to the lowest responsible
and responsive bidder based upon the Total Bid Amount, ie., the total
sum of the Base Bid and all Add Alternates. Performance and Payment
bonds will be required for the Project. The estimated cost of
construction for this bid package is over $15,000,000. The completion
date for this Project is 545 calendar days after issuance of
notice-to-proceed. The FBI contemplates the award of a firm-fixed price
contract as a result of this solicitation. Estimated release date for
drawings, specifications and contract documents for this bid package is
Wednesday, May 5, 1999. The pre-bid/site investigation conference is
tentatively scheduled for Thursday, May 27, 1999 at 10:00 a.m., at the
FBI Academy, Jefferson Building, Quantico, Virginia 22135. All
companies planning to attend the pre-bid/site investigation conference
shall provide the following information to Mr. Mark R. Hazen at
facsimile number (703) 632-4648, a minimum of two (2) calendar days
prior to the conference: complete names, date and place of birth, and
social security numbers for all individuals planning to attend. Bid
opening is tentatively scheduled for 3:00 p.m. local time, Thursday,
June 17, 1999 at FBI Headquarters, Room 6875, J. Edgar Hoover FBI
Building, 935 Pennsylvania Avenue, NW, Washington, D.C. 20535. Mailed
bids must be postmarked no later than five (5) calendar days prior to
the bid opening date. Bids may be hand delivered to the FBI
Headquarters Building. All hand carried bid opening date. Bids may be

shall allow for a minimum of 30 minutes for security screening prior
to entrance to the FBI Headquarters Building. All requests for bid
documents shall be in writing and addressed to the following address:
FBI Academy, Construction Contracts Unit, Washington Building,
Quantico, Virginia 22135 and marked to attention of Mr. Mark R. Hazen,
Contract Specialist. All written requests for bid documents shall
include, as a minimum, the following: company name, street mailing
address, contact person and telephone and facsimile numbers. Also, all
requests shall reference Invitation For Bids (IFB) No. 7213R and be
postmarked no later than 21 calendar days from the date of this notice.
Any request postmarked after this 21 calendar day period will be
subject to the availability of bid packages. There is a two (2) set
limit. A refundable deposit is required in the amount of $500.00 per
set. Additional sets of plans, specifications and contract documents
may be available for the refundable deposit of $500.00 per set and a
NON-REFUNDABLE printing charge of $250.00. Requesters may not hand
deliver requests and checks to either the FBI Academy or the FBI
Headquarters Building. All documents will be sent to the requesters,
Bid sets shall be returned to the below FBI Academy address via U.S.
Mail, Federal Express, UPS, DHL, etc. No packages will be accepted for
return that are hand delivered to either FBI facility. The
specifications may be reproduced, however the DRAWINGS SHALL NOT BE
REPRODUCED UNDER ANY CIRCUMSTANCES, in accordance with FBI Security
requirements. The bidder awarded the resultant contract shall be
subject to background investigations on its company and all individuals
assigned to this project, the scope of which will be determined by the
FBI. Anyone having access to an FBI facility will be required to be a
U.S. Citizen. In certain circumstances those individuals working
outside of the FBI facility may not be required to be U.S. Citizens,
but will require as a minimum to be a Registered Legal Alien. Any
