R. Fisk, Code 0211. THIS SOLICITATION IS HEREBY ISSUED ON AN
"UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. SPECIALIZED
PROJECT REQUIREMENTS: The work consists of the design and construction
of (JPATS) Simulator Training Facility at Naval Station Whiting Field,
including integrated site development and incidental related work to
provide a complete and useable facility. All work will be designed in
accordance with applicable military handbooks. Permits will be the
design-builder's responsibility unless otherwise stated below. The work
will include design and construction of a new 2,200 square meter
facility to house aircrew simulators and training devices with
supporting classrooms, administrative and service areas, electrical and
mechanical utilities, heating, ventilating and air conditioning, Local
Area Network (LAN) Backbone, raised computer flooring, and fire
suppression system. All construction will be in seismic zone zero. Also
included is the design and rehab of 800 square meters of Building 2946
to provide classrooms and computer aided instruction laboratories.
Offerors will be evaluated in Phase I based on the factors described in
Part VIII-A. The Government will award a contract resulting from this
solicitation to the responsible proposer whose proposal conforming to
the solicitation will be "BEST VALUE" to the Government, price and
technical factors considered. This procurement will consist of Two (2)
Phases. Phase 1: Proposers will be evaluated on FACTOR A: Past
Performance -- (1) Design Team (2) Construction Team; FACTOR B: Small
Business Subcontracting Effort; FACTOR C: Technical Qualifications- (1)
Design Team (2) Construction Team; and FACTOR D: Management Approach.
The highest rated proposers, typically 3 to 5 (not to exceed five) will
advance to Phase II. The Government will then request the Phase II
proposals. Phase II: Qualified Proposers will be evaluated on the
following tentative factors: FACTOR A -- Past Performance (same as
Phase I unless conditions change); FACTOR B -- Small Business
Subcontracting Effort; FACTOR C -- Technical Solutions (1) Design
Solution Narrative, (2) Conceptual Site Plan, (3) Conceptual Building
Designs, (4) Sustainable Design Features and (5) Alternate Design
Solutions and FACTOR D -- Technical Qualifications. The Government
reserves the right to reject any or all proposals at any time prior to
award; to negotiate with any or all proposers; to award the contract
to other than the proposers submitting the lowest total price; and to
award to the proposer submitting the proposal determined by the
Government to be the most advantageous to the Government. PROPOSERS ARE
ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD
WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.
Therefore, proposals should be submitted initially on the most
FAVORABLE terms. Proposers should not assume that they would be
contacted or afforded an opportunity to qualify, discuss, or revise
their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILLNOT
BE COMPENSATED FOR SPECIFICATIONS. TO ORDER PLANS AND SPECIFICATIONS:
The Government intends to issue Phase I on the WEB only. Phase I will
be issued on or about 19 MAY 1999. THERE WILL BE A NON-REFUNDABLE
CHARGE FOR PHASE II PLANS AND SPECIFICATIONS. To obtain the Phase I
solicitation, offerors must register on the Internet at
http://www.efdsouth.navfac.navy.mil/eb/. Additional instructions will
be provided on the web page. The official plan holders list will be
maintained and can be printed from the web site. Amendments will be
posted on the web site for downloading. This will normally be the only
method of distributing amendments; therefore, IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDEMENTS
