The National Park Service seeks qualified firms/contractors for heavy equipment earthwork in order to carry out watershed restoration projects at Redwood National Park (RNP), located near Orick in Humboldt County, CA. Watershed Restoration involves complete removal of roads, landings and skid roads to reduce erosion and restore natural landforms. The work includes excavating road fill from stream channels, pulling back side-cast fill, decompacting roads, and spreading organic matter encountered during excavations over the finished surface. The ultimate goal is to restore the natural landscape (ridges, streams and swales) along road corridors. RNP lands can be steep, wet, and heavily vegetated with 30-50 year old second growth forest. Ground conditions can vary considerably among work sites. The moisture content of material to be excavated varies from dry to completely saturated. The type of material to be excavated varies from fine grained soil to rock, root wads and sections of old growth trees. The size of stream crossing excavations varies from less than one hundred cubic yards to tens of thousands of cubic yards. The nature of the work requires equipment to operate on very steep slopes. Operator skill and dexterity are necessary to achieve the goals of the work. Although RNP project managers will provide treatment prescriptions and identify excavation boundaries, it will be the contractor's responsibility to determine what equipment will be used and how it will be used to accomplish the work. Past projects have typically been accomplished using excavators and bulldozers designed for operation in steep, heavily vegetated, wet terrain. The Government intends to award 3-6 Indefinite Quantity type fixed-priced contracts for a period of one year, each having a $75,000 minimum guarantee and options to extend two additional years. Specific project work will be accomplished through individual delivery/task orders anticipated to range between $75,000-$650,000 each. The work season will be limited to periods between the months of July and November each year. The following criteria, listed in order of importance, will be used in the selection of qualified firms: (1) Past Performance; (2) Heavy Equipment Experience; and (3) Capacity to accomplish the work. The solicitation is anticipated to be available in late May with proposals due 30 days after issuance.
