is a combined synopsis/solicitation for a commercial/non developmental
item prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Proposal (RFP). The
solicitation number is USZA95-99-R-0025. This solicitation document and
incorporated provisions and clauses are those in effect through the
1999 Federal Acquisition Regulation FAC 97-10. The Standard Industrial
Classification (SIC) code is 3728 . The Business Size Standard is 1000
employees. The items to be quoted are: CLIN 0001AA: Minimum 1 each
Maximum 70 each: 200 gallon internal auxiliary fuel systems and
commercial documentation. Delivery Order 0001: 12 months after contract
award: The Inspection, Acceptance and FOB Point are Origin.
Pack/Packaging shall be best commercial practice as provided by FAR
52.247-30. The contract shall be an Indefinite Quantity type contract
with firm fixed priced unit pricing. Proposal should identify: the
manufacturer's name, brand, model or part number, and complete
description with literature. The submittal must demonstrate that the
proposed product is equal to or exceeds the requirement of the
Statement of Work and specification below. Statement of Work: 200
Gallon Internal Auxiliary Fuel Tank 1. The contractor shall provide all
necessary materials and personnel to manufacture a minimum of one (1)
and a maximum of seventy (70) 200-Gallon Internal Auxiliary Fuel Tank
Systems in accordance with the attached specification. A System shall
include the tank, internal plumbing, and external restraint system with
available documentation. 2. The systems shall be delivered as specified
in the individual delivery order with the first delivery anticipated to
be 12 months after award of the contract. 3. The systems shall be
shipped to Fort Campbell, KY . SPECIFICATION: MH-60 200 Gallon Internal
Auxiliary Fuel Tank: 1. Crashworthy System must be designed to remain
restrained and structurally intact when subjected to the following
loads: a) 20 g's forward; b) 20 g's aft; c) +/- 18 g's laterally; d) 20
g's down; and e) 10 g's up. All test conditions are with the tank 75%
full.2. Ballistic Tolerant System must be self-sealing when impacted by
a round up to 12.5mm. It is desirable that the system be self-sealing
when impacted by a round up to 23mm. 3. Fittings All fitting must be
self-sealing breakaway quick disconnects to prevent the leakage of
fuel. 4. Materials System must be manufactured from flame retardant
material in accordance with Federal Air Regulation 25.853, Appendix F.
5. Capacity The system will have the capacity of 200 gallons with 180
gallons usable. It is desired to have the capacity of 200 gallons with
200 gallons usable. 6. Compatibility System must be compatible with
existing fueling system in the following items: a. Compatible with a 2
inch diameter unisex fitting for the filling/draining of the tank
(Robertson Aviation part number HM020-324). b. Compatible with a 2 inch
diameter unisex fitting for the venting of the tank (Robertson Aviation
part number HM020-326). c. System shall have a fuel quantity probe that
is compatible with the existing MH-60K fuel gauging system. The values
for the current system with 175.5 gallons are: (1) Dry probe
capacitance 88.90 pf. (2) Active probe capacitance 86.37 pf. d. System
must be compatible with the existing aircraft electrical system. e.
System must be compatible with existing MH-60 tie down points in the
cabin compartment. 7. Fuel Probe System must have a manual fuel
quantity probe in addition to the electronic probe described in
paragraph 6 above. 8. Size and Weight The tank shall be no larger than
20" in the forward direction of the aircraft x 75" in the lateral
direction of the aircraft x 42" in height. The system shall weigh no
more than 310 pounds with less than 250 pounds desirable. 9. Fuel
Transfer The system shall be compatible an external aircraft provided
electrical suction pump. As a goal, the system shall be interchangeable
between the aircraft pump and a system provided fuel transfer pump. The
configuration should be changed in the field without the use of special
tools or fixtures. The system provided pump shall have a "run dry"
feature that will prevent electrical shorts and/or fires if the pump is
operated when the tank is empty. 10. Refueling Capability The system
shall be refillable via the a gravity fill port on the tank, the
aircraft single point pressurized refueling port, and the aircraft
aerial refueling system. 11. Mean Time Between Failure The system shall
have a MTF of at least 2000 flight hours with 4000 flight hours
desired. Clauses and Provisions: The provision at 52.212-1, Instruction
to Offerors -- Commercial Items, applies to this acquisition and No
addenda apply. The provision at 52.212-2, Evaluation -- Commercial
Items applies to this acquisition with the blanks filled in as follows:
Firm Fixed Price, Technically Acceptable Offer providing the Best Value
to the Government. Technical acceptability will be based upon
comparison of an offered product to the specification identified in
this solicitation. Only technically acceptable offers will be
considered for award. Best value will be evaluated in accordance with
the following evaluation plan.: 200 Gallon Tank Evaluation Plan The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers: 1)
Conformance to all minimum technical criteria identified in the
specification; 2) Of the technical criteria, Fuel Tank Capacity is more
important than Fuel Tank Weight which is more important than Fuel Tank
Ballistic tolerance which is more important than Mean Time Between
Failure. 3) The Technical Criteria identified in the preceding
sentences (1 -2) are significantly more important than price. 4) Price
is more important than past performance. The Government reserves the
right to award to other than the lowest priced offeror.: TECHNICAL
EVALUATION Technical criteria other than Fuel Tank Capacity, Fuel Tank
Weight, Fuel Tank Ballistic Tolerance and Mean Time Between Failure
will be assigned a rating of Good or Unacceptable. Fuel Tank Capacity,
Fuel Tank Weight, Fuel Tank Ballistic Tolerance and Mean Time Between
Failure may receive a rating higher than Good. Available ratings are
identified below: the rating format is RATING followed by DESCRIPTION:
Unacceptable,As evaluated, the Offer does not demonstrate compliance
with the minimum specification.; Good As evaluated, the offer
demonstrates compliance with the minimum specification set forth within
the solicitation or falls within what has been determined to be the
minimum "range" of acceptability.; Superior As evaluated, the offer
demonstrates compliance within the mid-range of performance determined
for the technical criteria.; Exceptional As evaluated, the offer
demonstrates compliance within the optimum range of performance
determined for the technical criteria.; Specification Ranges: Fuel Tank
Capacity may range from 180 to 200 gallons. Unacceptable less than 180
gals; Good between 180 gals and 185 gals; Superior between 185.1 gals
& 195 gals; Exceptional between 195.1 gals and 200 gals; Fuel Tank
Weight may range between less than 250 lbs. to 310 lbs. ; Unacceptable
more than 310 lbs.; Good 280.1 lbs. and 310 lbs.; Superior 250.1 lbs.
to 280 lbs.; Exceptional250 lbs. or less. Ballistic Tolerance ranges
from 12.5mm to 23mm. Unacceptable less than 12.5mm. Good 12.5mm.;
Superior greater than 12.5mm up to 18mm; Exceptional greater than 18mm
up to 23 mm.; Mean Time Between Failure (MTF) may range between 2000
flight hours to 4000 or more flight hours. Unacceptable less than 2000
flight hours ; Good 2000 flight hours to 3000 flight hours; Superior
2000 flight hours to 3000 flight hours; Exceptional in excess of 3500
flight hours.; All other technical criteria will be evaluated in total
as acceptable or unacceptable. The Government will not award to any
offeror who is determined to be unacceptable in any of the technical
criteria listed within the specification. Crashworthy System must be

evaluated, the Offer does not demonstrate compliance with the minimum
specification. Acceptable As evaluated, the offer demonstrates
compliance with the minimum specification set forth within the
specification or falls within a range that has been determined to be
the minimum "range" of acceptability. Price Evaluation Price
evaluation, which is significantly less important than technical, will
be evaluated for price reasonableness and relative value compared to
other offerors. The government reserves the right to award a contract
to other than the low priced offer. Past Performance Past performance
evaluation, which is less important than price, shall be evaluated for
Conformance to the Specification, which is equal to on time deliveries
which is more important than Terminations for Default, which is
significantly more important than deliveries that are 100 days late
which is more important than deliveries that 30 days late. Unacceptable
during the past three years if any of the following conditions existed:
a Terminations for Default on any contract for a similar item, an
uncorrected Quality Deficiency Reports for similar items, more than 2
contracts with deliveries more than 100 days late. Acceptable None of
the conditions that would result in an unacceptable evaluation have
existed for the past three years. Good Offer must be acceptable. During
the past three years any of the following conditions existed: one
delivery more than 100 days late and 2 or fewer deliveries 30 days or
more late. Superior Offer must meet the criteria for a rating of
acceptable and during the past three years there were between one and
three deliveries 30 days or more late and no delivery exceeding 100
days late. Exceptional Offer must be acceptable and during the past
three years there were no deliveries more than 30 days late. Best Value
Decision: The Government shall make a best value decision in accordance
with Federal Acquisition Regulations and the criteria specified herein.
Offers shall include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
the offer. The clause 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition with the following
addendum: All data and material to be shipped under this contract shall
be packaged and packed to conform with carrier requirements per FAR
clause 52.247-30, F.O.B. Origin, incorporated by reference into this
contract. The information on the outside of the package shall clearly
state the shipping address, contract number, device number, and any
other "MARK FOR" information required (see MIL-STD-129 for guidance)
for easy identification without opening the package. The interior of
the package will be marked with the same information. The following
clause applies to the contractors commercially developed technical

this acquisition to include 52.203-6 "Restrictions on Subcontractor

52.216-19, "Ordering Limitations"; 52.216-22, "Indefinite Quantity";
