combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). One (1)
each of universal mechanical test machine with the following
specifications: I. General Description A 20 kN (4,500 lbf) capacity
universal electromechanical test machine capable of conducting
mechanical tests on samples of various materials using tension,
compression, flexure, shear, and cyclic modes of loading. The test
machine shall incorporate digital data acquisition and digital closed
loop command and feedback motion control systems. II. Features A. The
test machine shall be comprised of two main components: a load frame
and electronics console. All displays should show data in units that
can be selected to be Metric or English. B. All machine functions shall
be able to be monitored and controlled from a single panel of the
electronics console without the use of a personal computer. Dedicated
microprocessors shall control the machine and data acquisition
functions. C. The control system shall include an industry standard
computer interface that corresponds to the IEEE-488 interface or other
high level input/output. No proprietary interfaces will be permitted.
The computer interface shall provide access to all machine functions,
features and data. III. Individual Component Specifications A. Loading
Frame 1. The frame shall be of a two-column design and utilize a
servomotor with a precision ball screw drive system to provide tension,
compression, flexure, shear, and cyclic mode of testing. 2. The minimum
clearance width between the columns shall be 508 mm (20 inches). The
drive mechanism shall have a minimum traverse distance of 1067 mm (42
inches), exclusive of load cell and grips. The minimum vertical
clearance to allow insertion of a test chamber shall be 762 mm (30
inches). 3. The rated load capacity of the frame shall be at least 20
kN (4,400 lbf) and the frame stiffness shall be at least 175 kN/mm
(1,000,000 lb./in). 4. The crosshead speed range shall be 0.005 mm/min
to 1000 mm/min (0.0002 in/min to 40 in/min) with an accuracy of 1 0.1%
and continuously variable within this range. 5. Displacement control in
the unloaded condition shall maintain an error (difference between set
point and actual position) of no greater than 1 0.1%. 6. The system
shall operate on 1 phase or 3 phase 208V service and require no more
than 3500 VA. 7. In-line load cell mounting shall be possible on both
the fixed and movable crossheads. 8. In-line displacement transducer
mounting shall be possible on both the fixed and movable crossheads. B.
Load and Strain Measuring Systems 1. The instrument shall be supplied
with one load cell. The load cell shall be rated for tension and
compression operation. The load cell shall be rated for 20 kN (4,500
lbf) use. The load cell shall meet the following industry standards:
ASTM E-4; BS 1610 Grade 0.5; DIN 51221 Class 1; JIS B7721; AFNOR Class
0.5. 2. The load measuring system shall incorporate
self-identification of the load cell. If an autoranging feature is
present for the load cell, it must be possible to disable the feature.
3. Supplier shall provide provisions for attachment of an additional
in-line load cell that will be provided by the end-user. C. Attachments
for use with the Loading Frame 1. The fixed and moveable cross heads
shall have provisions for attaching user-supplied grips. 2. The fixed
and moveable crossheads shall have four equally spaced 3/8-16UNC bolt
holes drilled and tapped on a 6 inch diameter bolt circle. D.
Electronics Console 1. The following functions shall be controlled from
a single main panel: i. Cross head motion ii. Displays of system status
(including set point and error), test parameters, and at least two
additional user selected outputs of calculated parameters iii. Enable
computer control of the system via an external computer 2. The
following features shall be available: i. Closed loop load, stress,
strain and position control ii. Digitally controlled transfer between
control modes iii. All functions fully addressable for computer
controlled tests iv. The system shall be designed for or have
provisions for adding electrical interlocks that shall stop crosshead
movement within 0.1% of the range being used. E. Computer Interface 1.
The computer interface shall provide access to all machine functions,
features and data through the IEEE-488 protocol or high-level
input/output. 2. Documentation on the computer interface shall be
provided to enable user to access machine control functions and data.
IV. Documentation/Training 1. Instructional documentation, two sets of
service manuals, and wiring diagrams for the load frame and
electronics console shall be provided. 2. Training instruction on the
use of all machine functions and features shall be provided. The
provisions and clauses in the RFQ are those in effect through FAC
97-10. The SIC code and the small business size standard for this
procurement are 3823 and 500 employees respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to LaRC is required within
30 days ARO. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-A7. Quotations for the items(s) described above
may be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. Addenda to FAR 52.212-4 are as follows: 52.211-17. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference. 52.222-3, 52.233-3, 52.222-21, 52.222-26,
52.222-35, 52.222-36, 52.222-37. Questions regarding this acquisition
must be submitted in writing no later than April 26, 1999. Quotations
are due by May 6, 1999 to the address specified above and to the
attention of the Bid Depository. Selection and award will be made (on
an aggregate basis) to the lowest priced, technically acceptable
quoter. Technical acceptability will be determined by information
submitted by the quoter providing a description in sufficient detail to
show that the product quoted meets the Government's requirement.
Quoters must provide copies of the provision at 52.212-3, Offeror
Representation and Certifications -- Commercial Items with their quote.
