The U.S. Army Communications-Electronics Command (CECOM) proposes to conduct noncompetitive negotiations with Canadian Commercial Corporation to modify Contract No. DAAB07-98-C-F505 to require that the AN/GRC-245 High Capacity Line of Sight (HCLOS) Radio which its subcontractor is developing and producing under the contract for use in Mobile Subscriber Equipment (MSE) System radio terminal assemblages be interoperable with the AN/GRC-226 Line of Sight (LOS) Radio which is currently used in the MSE System radio terminal assemblages. The work to be performed is modification of the HCLOS Radio design; test of the design modifications; retrofit of the modifications in HCLOS Radios which have previously been produced under the contract; incorporation of the modifications in all additional HCLOS Radios which are produced under the contract, including those which the Government orders by exercising the Fiscal Year (FY) 1999 -- 2007 options in the contract; and incorporation of the modifications in technical documentation for the HCLOS Radio. CECOM proposes to negotiate noncompetitively with Canadian Commercial Corporation for this work, because its subcontractor for Contract No. DAAB07-98-C-F505, Canadian Marconi Company (CMC) of Ville Saint-Laurent, Quebec, is the only source capable of performing the work. This is because CMC developed and prodoced the AN/GRC-226 radio, is developing and producing the AN/GRC-245 radio, and the technical data for both radios is proprietary to CMC. See numbered Note 22.
