solicit and negotiate with only one source, Justice Laboratory
Software, to provide software and licensing for analysis of chemical
samples from numerous sources, including plants, insects, and
micro-organisms. The data system must also collect and analyze date
from 4 GC's. The software must have the following capabilities: 1. Data
Acquisition (the system must have the following methods of acquiring
the detector signal from the chromatographs: DT2804 analog-to-digital
converters, DT2802 analog-to-digital converters, HP5890's and HP6890's
with direct digital data collection, PE-Nelson 700 and 900 series
interface), 2. Must be able to acquire data from up to 16
chromatographs at a time and each chromatograph can have 1 or 2
detectors, 3. Peak detection and integration, 4. Peak identification,
5. Quantization, 6. Chromatogram Plotting, 7. Report generation, 8.
Calibration, 9. Data management, 10. Must be completely compatible with
10 years of previously archived chromatography data to ensure
continuity in ongoing research projects. No telephone inquiries will be
accepted. Interested parties should submit written responses including
prices and technical data sufficient to determine capability to meet
the entire requirement and must be received in this office within 15
calendar days after publication of this notice. It should be noted that
no contract will be awarded on the basis of offers received in response
to this notice, but will be used to determine if a comparable source
more advantageous to the Government is available. If no affirmative
written responses are received, negotiations will be held with Justice
Laboratory Software without further notice. This acquisition is being
conducted under the Federal Acquisition Streamlining Act, Simplified
Acquisition Procedures. The anticipated award date is May 11, 1999.
