Johnson, Contract Specialist, (703) 607-6890 or Contracting Officer, Mark Bogart, (703) 607-6920 The Defense Information Systems Agency (DISA) intends to award a sole source simplified acquisition purchase order to New Deal Foundation, Cambridge, MA. This acquisition is for technical services and Software Suite developed by New Deal Inc. Software Suite includes an Industry Standard Graphic User Interface (GUI) which runs on pre-Pentium (286, 386 and 486) personal computers with a minimum of 640k RAM and 20 MB or larger hard drives. This is the only known software that provides a cost effective solution for older PCs to run a GUI with integrated applications such as a web browser, web editor, word processor, spreadsheet, database, graphics personal information manager, email, multi-tasking, network support, scalable fonts, multiple user skill levels, and runs DOS programs from the GUI. The intent of this project is to outreach to Tribal Colleges and Universities (TCU) and to demonstrate that older computers can be modernized and educationally useful in the classroom. A maximum of 168 teachers and students at TCU's will participate in this project. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 USC 2304 (c) (1) -- and is solely at the discretion of the Government.
