99 -- INSPECTION AND REFURBISHMENT OF TWO ATMX RAILCARS SOL 8759-99-ATMX DUE 053199 POC Ed Leach, (937) 865-3741 or Lisa Pollard, Contract Specialist, (937) 847-5215 This Sources Sought Notice is issued to identify potential sources who are interested in submitting a proposal for inspection and refurbishment of two ATMX railcars currently located at the Rocky Flats Environmental Technology Site near Golden, Colorado. The two railcars (ATMX-610 and 613) will be used to move transuranic waste from the Miamisburg, Ohio Mound facility to another authorized location. The following is a brief description of the technical requirements. It should be understood that the requirements set out below are not all inclusive. The total requirements will be contained in the Request for Proposal (RFP). The contractor shall: (a) All work must be performed to Quality Assurance requirements of 10 CFR 71 or Association of American Railroads (AAR) Specification for Quality Assurance, as appropriate. (b) Transfer the two ATMX railcars originally assigned to Mound (ATMX-610 and 613) from their current location at Rocky Flats Environmental Technology Site (RFETS) to a qualified refurbishment facility. This will require an initial inspection of running gear to allow one way transfer. (c) Develop an inspection plan to ensure that the necessary and sufficient conditions of the ATMX Safety Assessment and the interchange standards of AAR are met. The inspection plan must include documentation, record keeping, verification, calibration, training, and other standards. (d) Inspect the railcars according to the approved plan. Provide an inspection report documenting the condition of the railcars and recommending required repairs. These may include the following, if appropriate: (e) Dismantle truck assembly, magnaflux, repair or replace defective parts, and reassemble. (f) Dismantle coupler assembly, magnaflux, repair or replace defective parts, and reassemble. (g) Inspect all safety appliances, such as: hand holds, sill steps, ladders, running boards, hand brake and step, and securements. (h) Inspect super structure of car for damage. Items include body bolster, cross barriers and sills, center sills, reservoir brackets, etc. (I) Inspect car lids for cracks and proper alignment. Perform sheet metal work, welding, as necessary to seal cracks and correct misalignment. (j) Remove and replace running board for painting. (k) Build up the body center plate and machine when required. (l) Replace the truck bolster wear ring when required. (m) Blast clean exterior body of car and car parts. (n) Paint car and undercarriage and re-stencil all numbers, lettering, and markings as per Federal Railroad Administration and AAR rules. (o) Perform air test and lube as required. (p) Repair and refurbish the railcars according to the recommendations. Provide repair and inspection records and certification that the cars meet the specified standards. (q) Transfer the refurbished and certified railcars to the Mound Site. (r) Provide a maintenance plan, including inspections and service to be performed each round trip, at a recommended intermediate service interval, and at an annual or biannual or mileage interval,as appropriate.
