Work consists of providing labor, transportation, and all else necessary to Architect-Engineer Inspection (Title II) services in support of Project RKMF 96-5001, Construct Golf Course Addition at Nellis AFB NV. The scope of the construction project is to construct a nine-hole addition to the existing golf course, and includes turf areas, trees, irrigation, lakes, pumphouse/restrooms, bridge, and cart paths. The inspection services will include such items as interface with the construction contractor; on-site reviews to ensure construction contractor_s implementation of the project drawings and specifications; and assurance of receipt of correct _as-built_ drawings upon construction completion. Services will be required for approximately 120 days beginning o/a 14 June 1999. The evaluation criteria for selection, in descending order of importance, are: (1) Professional Qualifications, including registrations and licenses; (2) Specialized Experience and technical competence in new golf course constructionincluding, but not limited to, knowledge of contract management, irrigation installation, grading, shaping, lake construction, landscape installation, putting green construction, facilities construction, and utility distribution system installation; (3) Availability of experienced in-house personnel and the capability to accomplish the work within the required timeframe; (4) Past performance on contacts with Government and private companies in terms of the quality, accuracy, and timeliness of work; (5) Geographical locations and knowledge of desert, particularly Southern Nevada, turf/grass growing conditions including soil and water types; (6) Memberships in Golf Course associations; and (7) Volume of work previously awarded by DOD with the object of effecting an equitable distribution of DOD A-E contracts among A-E firms. The applicable Standard Industrial Code (SIC) for this acquisition is 8712 with a small business size standard of $2.5 million. The proposed contract listed here is a Nonappropriated Fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. NAF funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve Federal tax dollars. All firms, including small and small disadvantaged business concerns, shall be given maximum practical opportunity to compete for award of NAF contracts. The proposed contract listed here is unrestricted and open to all firms, including small and small disadvantaged concerns. Interested firms meeting the requirements of this notice must submit two copies of a SF Form 254 and SF Form 255 for the prime firm and each proposed consultant. The submittal must be received in this office no later than 4:00 p.m. Pacific Time on the 30th calendar day after the date of appearance of this announcement. Should the date fall on a weekend or holiday, the submittal package will be due on the first workday thereafter. Once selection of the most qualified A-E firm has been made, a solicitation will be issued electronically to that firm. This is not a Request for Proposal. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number.
