INFORMATION: 1. Government will deliver tanks to and from the
contractor if in the local area. 2. Contractor will load and unload
tanks from Government tanks. 3. Performance period is not to exceed: a.
20 days for each 10,000 gallon tank b. 40 days for each 25,000 gallon
tank II. FOR TANK REPAIR ON THREE 25,000 GALLON FUEL TANKS: 1. Before
hot work begins tanks must be cleaned and purged. 2. Exterior
containment tank shell will be of 10 gauge steel sheet with not less
than 14_ plate bottom. 3. Existing interior tank shall be mounted on
five cradles fabricated from not less than 14_ steel plate. 4. Interior
tank shall have two 3_ drop tubes and one 3_ vent port with vent pipe
and vent cap three feet above tank. Drop tubes must extend to within 3_
from 12_ by 12_ steel splash plate. Drop tubes must be either aluminum
or internally coated epoxy steel. Drop tubes must be secured to splash
plate. 5. Outer tank dike shall be skid mounted. Volume of outer tank
shall be at least 25,000 gallons. 6. Interior and exterior tanks shall
have emergency venting as per UL 142. 7. There shall be one two-inch
drain valve located at the bottom of each corner of the outer tank for
drain purposes. 8. All welding shall be performed by AWS D1.1
certified welders with at least six months previous continuous
experience. 9. Provide catwalk with ladder, safety rails and safety
chains around drop tubes. 10. Front end of tanks will be fitted with
two 4_ diameter pipes and flanges 16_ apart, on center, as close to
bottom of tank as possible. 11. Tank and dike will be leak tested and
certified as to tightness. 12. Provide tank-gauging charts. 13. Install
lifting eyes on top of tanks for handling. 14. Secondary containment
will have a 36_ manhole located on front of container near piping. 15.
Painting: a. Sand blast, prime, and paint interior and exterior, dike
and skid exterior. (1) Rough surfaces on welded seams, sharp edges,
and corners shall be ground smooth, I.e., to a minimum of 1/8_ radius.
Surfaces shall be abrasive blasted to a near white metal. (2) Tank
surfaces and steel structures. Dry blasting is preferred, but if
required, to meet environmental regulations, wet abrasive blasting may
be used. b. Surface coating exterior: (1) Primer shall be Carboline
193 (lead free) or equal. (2) Paint: (a) Tie-coat shall be Carboline
890 or equal. (b) Topcoat shall be Carboline 133 HB or equal. (c) Color
earth tone. c. Interior tank coating (not on the secondary
containment): (1) Primer shall be Carboline surface cleaner #3 or
equal. (2) Paint: (a) Tie-coat shall be Carboline metal prep #1 or
equal. (b) Topcoat shall be Carboline 187 or equal. 16. Coatings will
be applied according to manufacturer_s specifications. Interior tank
coating (not on the secondary containment): (3) Primer shall be
Carboline surface cleaner #3 or equal. (4) Paint: (c) Tie-coat shall be
Carboline metal pre #1 or equal. (d) Topcoat shall be Carboline 187 or
equal. 17. Coatings will be applied according to manufacturer_s
specifications. III. FOR TANK REPAIR ON TWO 10,000 GALLON FUEL TANKS:
