The National Guard Bureau will solicit offers for a contractor operated dining facility and catering service on a government owned facility. The operation will be conducted on a cash basis only, with the contractor paying the Army National Guard a reasonable financial return in the form of a percentage of gross sales for the rights to operate and for utilities. The relationship of the Contractor to the Army National Guard shall be that of an independent contractor. The Contractor shall provide breakfast and lunch, Monday through Friday, throughout the year, excluding Federal holidays and installation closings. The Contractor shall provide catering of all food and food products as requested by the Army National Guard for official receptions, banquets, conferences, and any other activity that arises. The facility includes a cafeteria, VIP dining room, exterior terrace, and conference rooms for catering. The entire food service facility occupies approximately 11,500 square feet. Seating capacity is 283 seats in the main dining room and 40 seats in each of the VIP dining room and the exterior terrace. Contract award will be made on a best value basis. Evaluation factors of proposals, in descending priority of order are: 1-2) Past performance and Financial return, which are of equal importance, 3-4) Key personnel and Technical approach which are of equal importance, and 5) the Pro forma. The SIC code applicable is 5812, Eating Places, with a size standard of $5.0. NGB anticipates an RFP to be available on April 23, 1999.
