M -- OPERATION OF GOVERNMENT OWNED FACILITIES SOL IX-99-02 POC Jacqueline G. Roberts, Regional Director/Contracting Officer Subject to funding limitations, a RFP for the continued operation of the Long Beach Job Corps Center, Long Beach, California, and its outreach, admission and placement function, will be available on May 28, 1999, for issue in response to written requests. The center is located at 1903 Santa Fe, Long Beach, CA 90810. Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16-24. The successful offeror will manage and operate a Government-owned facility and hire staff for residential living, basic education, vocational training, and provision of health services in accordance with the applicable DOL/Job Corps regulations and policy and requirements handbooks. A Pre-Proposal walk through of the center will be convened on June 17, 1999 at 1:00 PM, PST, followed immediately by a Pre-proposal Conference to be held on center. It is anticipated that a cost reimbursement contract will extend over the period of February 1, 2000 through January 31, 2002, with three potential options of one year each. Closing date for submission of proposals to RFP IX-99-02 will be on Friday, July 30, 1999 at 4:00 PM, Pacific Daylight Time. This solicitation will be mentor-protege in concept. The Government desires to have a experienced contractor train, and oversee, for a period, not to exceed two years a Designated Target Group Member (DTGM) protege to operate the center. The protoge will be selected by the prime contractor and will be identified in the contractor's proposal to operate the center in response to this RFP. DTGMs include small business, small disadvantaged businesses, or women-owned businesses.
