Wright, (202) 708-8572 Contracting Officer Lenox Coles Sole-Source Notice -- The US Department of Education intends to award a sole source contract to Manpower Demonstration Research Corporation (MDRC), 16 East 34th Street, New York, NY 10016-4326. The work will be completed over a period of 4 years. The resultant contract will build on the Evaluation of Career Academies by examining the effect of the academies on students' postsecondary education and employment outcomes; and, to gain a better understanding of the connections between students' experiences during high school and their education and employment experiences after high school. MDRC has developed a unique relationship with these high schools. They have worked very closely with designated personnel and principals to become part of these academies, schools within schools, in order to observe classes and get to know the students who are participating in these academies. MDRC owns the data that the government needs analyzed. No organization, other than MDRC, would have the right to use or build on this data. MDRC is the only organization that can do this. MDRC is uniquely qualified to address the needs for the study since they have the skills, experiences and competencies. Any business or firm who thinks that they are qualified and able to perform this procurement should submit a detailed written capability statement by 2 pm, June 2, 1999 outlining their qualifications.
