FAX # (843)818-6313 The project includes the design and construction
of a permanent, high-bay (3,285 square meters) masonry building to
enclose two C-130J full motion flight training simulators and a single
Rear Cabin Trainer. The facility will also contain briefing rooms,
classroom, parts storage, maintenance shop, computer room, and offices.
The project includes integrated site development, utility, and
incidental work to provide a complete and usable facility. Trades
include: fire sprinklers, manual and automatic fire and smoke
detection, gypsum wallboard walls and ceilings, variable air volume
space conditioning, plumbing, mechanical, elevators, electrical,
telephone raceways, data network, CATV, lightning protection,
landscaping with irrigation, paving, utilities, hazardous materials
abatement (asbestos and lead), and others. The design shall conform to
criteria and specifications provided by the Government, and otherwise
as approved by the Government. The project is subject to Congressional
action. This procurement will consist of Two (2) Phases. Phase I:
Proposers will be evaluated on: 1) Past Performance, 2) Small Business
Subcontracting Effort, 3) Technical Qualifications, and 4) Management
Approach. The highest rated proposers, typically 3 to 5, will advance
to Phase II. The Government will then request the Phase II proposal.
Phase II: Qualified Proposers will be evaluated on (1) Total Evaluated
Price Proposal and (2) Technical Proposal (which will include 1) Past
Performance, 2) Small Business Subcontracting Effort), 3) Technical
Qualifications, and 4) Technical Solutions. The Government reserves the
right to reject any or all proposals at any time prior to award; to
negotiate with any or all proposers; to award the contract to other
than the proposer submitting the lowest total price; and to award to
the proposer submitting the proposal determined by the Government to be
the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD
MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the
most FAVORABLE terms. Proposers should not assume that they will be
contacted or afforded an opportunity to qualify, discuss, or revise
their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL
