The Naval Air Systems Command will release a DRAFT SOLICITATION, N00019-99-R-1336, on or about 21 April 1999, for Industry comment especially those comments which will assist the government in incorporating commercial best practices into the solicitation and resulting contract. This draft solicitation will be for the Depot Level Maintenance support of 172 JT8D engines for the U.S. Navy and Marine C-9 aircraft, and the U.S. Air Force C-9, T43-A and C-22B aircraft. The contractor will be required to possess a current FAA Aircraft Repair Station license as specified in FAR part 145. The anticipated solicitation will be for a seven year contract beginning 1 February 2000. The period of performance will be a base year plus six (6) one year options. The resultant contract will be a combination of Firm Fixed Price and Fixed Price Requirements type contract. The procurement will utilize a combination of FAR part 12 "Commercial Items" and FAR part 15 "Contracting by Negotiations" procedures. The contract performance will require performance of engine inspections and testing, providing maintenance, packing and preservation of engines for shipment, management of mission critical components, providing depot representatives, completing engine repairs, and assistance with Engineering and Mishap Investigations. The draft solicitation may be obtained at the following Internet web site: www.navair.navy.mil., under "Business Opportunities. We are requesting industry comments by 7 May 1999 in order that they may be evaluated and incorporated, as necessary, into the final solicitation. The final solicitation is expected to be released in late spring of 1999. There will be no alternate proposals accepted.
