This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The purpose of this procurement is to purchase Ring Buffered Network Data Distribution Software. The software server provides a buffered network data path between diverse applications and specifically for realtime data fusion, distribution, and archival of DC-8 data sources (text, audio, visual, sensors). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA-DFRC intends to purchase the items from Creare Scientific Data Products in Hanover, New Hampshire. It is anticipated that this will be sole source pursuant to FAR 6.302-1, under authority of 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253 (c)(1). Only one responsible source and no other supplies of services will satisfy agency requirements. The provisions and clauses in the RFQ are those in effect through FAC 97-10. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 7371 and $18 million, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA-DFRC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C19. Quotations for the items(s) described above may be E-mailed or faxed to the identified point of contact by the date/time specified above and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Applicable clauses are: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42 and 52.225-3. Addenda to FAR 42.212-5 are as follows: ARC 52.232-93 "Submission of Invoices-Fixed Price (Feb 1998)" and clause "Year 2000 Compliance (May 1998)" in accordance with PIC 9808. The quoter shall provide standard product literature indicating that the product or products offered are Year 2000 Compliant. Compliance with Veteran's Employment Reporting Requirements (Febuary 1999). By submission of its offer, the offer represents that, if it is subject to the reporting requirements of 37 U.S.C. 4212(d)(i.e., the VETS-100 report required by Federal Acquisition Regulation clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has submitted the most recent report required by 37 U.S.C. 4212(d).
