This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation F33601-99-Q-1913 is issued as a Request for Quotation (RFQ). This solicitation and incorporated clauses/provision are those in effect through Federal Acquisition Circular 97-11 and DFARS Change Notice 19990223. This is not a small business set-aside. This is a sole source procurement to Communication & Power Engineering, Inc. (CommPower). Destination: Wright- Patterson AFB OH 45433-5309. 1 each Primary MFI-NT License; Training, Operators and Administrators (5 days, 8 Students); 1 each System Support; 1 each Stand-by/Backup License; 1 each Software Maintenance (First Year). The Contractor shall modify and modernize the standard DMS- certified MFI product to allow attachment to the DAASC LAN and to perform transactions, both ways, between the established narrative JANAP 128- message file format and the DMS message file format. Performance is to be accomplished at DAASC-S Building 207, Wright-Patterson AFB OH 45433. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
