for Offer (RFO) for flight dynamics operation support for the Solar
Anomalous Magnetospheric Explorer (SAMPEX) mission. The support
includes computations of spacecraft orbit and attitude, the generation
of various mission planning aids, consultation, and interfacing with
external elements of the overall Ground Data System (GDS). The
contractor is also required to include broad based and extensive
university student involvement in the SAMPEX flight dynamics
operations. NASA/GSFC intends to acquire the support from the
University of Maryland at College Park, Department of Aerospace
Engineering. The statutory authority for other than full and open
competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. See
Note 22. The University of Maryland, Department of Aerospace
Engineering has established the facility and the system architecture to
perform SAMPEX flight dynamics support. This includes the development
of, and integration of a complex suite of proprietary software tools,
as well as the establishment of operational interfaces with the SAMPEX
Flight Operations Team Facility at the Goddard Space Flight Center and
ground antenna sites. The University of Maryland is the only
organization that has the interfaces required for use of the developed
software. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. An Ombudsman has been appointed. See
Internet Note "B". Interested firms have 15 days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All qualified responsible sources may submit an offer which shall be
