Request for Quotation (RFQ) for Heavy Ion Accelerator Beam Support.
NASA/GSFC requires high energy beam -- specifically we require C, O,
Ni, Br, I, Au, and most other elements of the periodic table at
3-5MeV/amu. The heavy ion beam will be used to simulate the space
radiation environment. The information obtained will be used to
evaluate the performance of microelectronics and photonics in the space
radiation environment. This is in support of several NASA/GSFC programs
and various radiation effects research efforts. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to acquire the support from Brookhaven National
Laboratories (BNL) in Upton, NY. BNL is the only facility that can
provide the required number of species at the specific energies and for
the required duration, and is the only facility that is compatible with
our test hadware and beam requirements consistent with performing a
valid test. The Government does not intend to acquire a commercial item

Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities with respect to being able to provide this
type of support. Such qualifications/capabilities will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis. Responses received after the 15
days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
ARE NOT acceptable in response to this notice. All responsible sources
may submit an offer which shall be consideredby the agency. An
