(ONR) is sponsoring an Industry Information Brief for the Pilot
Benchmarking Process for Joint Composite Tracking Network (JCTN)
Assessment at the John Hopkins Applied Physics Lab (APL), John Hopkins
Road, Laurel, MD on Wednesday, May 26, 1999 from 10:00 a..m. until
3:00 p.m. ONR in cooperation with the Ballistic Missile Defense
Organization (BMDO) has established the Pilot Benchmarking process for
Joint Composite Tracking Network (JCTN) assessment. The Joint
Composite Tracking Network (JCTN) is the title for a joint
telecommunications network and processing capability to enable
composite tracking among joint, heterogeneous mixes of sensors and to
support appropriate levels of cooperative engagement of targets by air
and missile defense weapon systems. The Pilot Benchmarking effort will
create problem definitions, sets of performance measures, and an
objective evaluation environment for potentially comparing algorithms
and sets of algorithms proposed to meet JCTN functionalrequirements.
Unlike more formalized benchmarking processes, this Pilot process is
intended to determine if this is a viable means by which to evaluate
various technical aspects of sensor data fusion techniques. This Pilot
process will not be used to actually make selections of particular
approaches for future JCTN activities. This briefing will discuss the
Pilot Benchmarking process, sample vignettes, other related criteria,
and how individuals who may have data fusion algorithm approaches can
participate in the Pilot Benchmarking process. The brief will address
the means by which the reading room for reviewing the Ballistic Missile
Defense Organization published classified DRAFT Technical Requirements
Documents (TRDs) for JCTN and for JCTN to Joint Data Network (JDN)
Gateway Functionality in November 1998 and the 15 volumes of technical
analyses relating to the draft TRD requirements can be accessed. The
classified documents are for background information only and are
available for review by U.S. representatives of industry involved in
technologies and programs related to theater air and missile defense
disciplines. The information brief will be limited to U.S.
