Environmental Protection is Agency, Office of Water, requires technical
support services for its responsibilities under the National Pollution
Discharge Elimination System (NPDES) Program related to wet weather
discharges. Types of discharges being studied include storm water
overflows, combined sewer overflows, sanitary sewer overflows, runoff
from mining operations, and wet weather impacts on publicly owned water
treatment works. The required support consists of analytical, technical
and administrative tasks requiring disciplines primarily in the fields
of science and engineering. The Contractor shall provide
multi-disciplinary expertise for a variety of technical and
administrative tasks related to regulatory, policy, strategy, and
guidance development specific to wet weather discharges under the NPDES
Program. This support shall primarily consist of collecting, compiling,
analyzing and presenting data and information that EPA may use in it's
regulatory processes. Typical outputs from this support include
technical reports, papers and studies. The disciplines most frequently
required will be analysts, engineers, scientists and economists. It is
anticipated that a cost plus fixed fee/level-of-effort contract will
result from the award of this solicitation. The estimated period of
performance will consist of a 12 month base period and four option
periods of 12 months duration each. The Government anticipates a
maximum level of effort of 20,000 direct labor hours for each period of
performance. The Government also anticipates including quantity option
amounts of 10,000 hours for each period of performance. The maximum
estimated total potential level of effort for the contract is 150,000
direct labor hours over 60 months. This acquisition is a 100% Small
