(619) 532-2796 DESC: Provide engineering services to conduct utility
privatization studies for electrical, natural gas, wastewater, and
potable water with services defined as the following: prepare a work
plan involving personnel, materials, communication plan, detailed
schedule and strategy to perform each task; perform thorough inventory
and condition assessment of existing utility systems which will also
include researching all legal, existing contractual, commodity and real
estate issues associated with each utility system; conduct an
environmental baseline study; perform an analysis and justification for
the value of the current utility system considering a number of factors
as well as the operation and maintenance costs of the existing
system(s); assist in the development of a Request for Proposal (RFP)
for terms of sale; assist in the determination of credible responses to
the RFP; prepare an economic comparison of proposer's costs and the
existing value and operation and maintenance costs; assist in the
determination of proposer's costs and the existing value and operation
and maintenance costs; assist in the determination of
economic/realistic viability; assist in other economic comparisons and
analysis; and if necessary assist in negotiation and preparation of
conveyance documents. The length of the contract will be 365 calendar
days from the date of the contract award or until the $1,500,000 base
year limit is reached. The Government will have the option to extend
the contract for an additional 365 calendar day period or until an
additional option year amount of $1,500,000 is reached. If the
Government exercises the option to extend the contract, the total
contract value will not exceed $3,000,000. The minimum delivery order
amount will be $25,000.00. The estimated start date is August 15, 1999.
The A-E selection criteria will include (in order of preference): 1)
Specialized Experience in the last five (5) years of the firm
(including sub-consultants) in the area of utility privatization, with
primary focus onnatural gas, electricity, potable water and wastewater
systems. Personnel involved should be knowledgeable of the federal
government contractual requirements and limitations. Personnel should
be experienced in conducting detailed field work and research.
Experience in conducting life cycle costs of existing and proposed
utility operations should be extensive. Do not list more that a total
of ten (10) projects in Block 8. Include point of contact name for each
project listed. Include which sub-consultants from the proposed team,
if any, participated in the accomplishment of each project listed.
Include what kind of work they did on the project and what percentage
of the entire value of the project was for their work. 2) Professional
qualifications of the staff to be assigned to this contract in the
area of utility privatization. Qualifications shall include direct
experience in the specialized experience mentioned in criterion one.
List only the team members who actually will perform major tasks under
this project and qualifications should reflect the individual's
potential contributions to this project/contract. 3) Past Performance
on contracts with Government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules. Indicate by briefly describing internal quality assurance
and cost control procedures and indicate team members who are
responsible for monitoring these processes. List recent awards,
commendations, and other performance evaluations (do not include
copies). 4) Capacity to accomplish the work in the required time.
Include the firm's present workload and the availability of the project
team (including sub-consultants) for the specified contract performance
period and indicate specialized equipment available and prior security
clearances. 5) Location in the general geographic area of the project
and knowledge of the locality of the project, provided that the
application of this criterion leaves an appropriate number of firms
given the nature and size of this project. 6) List Small Businesses,
Small Disadvantaged Businesses, and Women Owned Small Businesses used
as primary subconsultants. If a large business concern is selected for
this contract, they will be required to submit a subcontracting plan
prior to award that should reflect as a minimum 4% to small business,
1% to small disadvantaged business, and 1% to women owned business of
the contract value. Those firms which meet the requirements described
in this announcement and wish to be considered are invited to submit
one copy each of the Standard Form 254 and Standard Form 255 for the
firm and a Standard Form 254 for each consultant listed in block 6 of
the firm's SF 255 to the above address, attention of Mike Larson, Code
5C02.ML. The submittal package (SF 254 and 255) must be received in
this office no later than May 24, 1999. Submittals received after this
date will not be considered. Additional information requested of
applying firms: indicate solicitation number in block 2b, Contractor
Establishment Code (CEC) and Duns number (for the Duns number listed in
block 3) and Taxpayer Identification Number (TIN) listed in block 3,
telefax number (if any) in block 3a, and discuss why the firm is
especially qualified based on the selection criteria in block 10 for
the SF 255. For firms applying with multiple offices, indicate the
office which completed each of the projects listed in block 8, and list
which office is under contract for any contracts listed in block 9. Use
block 10 of the SF 255 to provide any additional information desired.
SF 255's shall not exceed 30 printed pages (double sided is two pages,
organizational charts and photographs are excluded, exception:
photographs with text will be considered as one page). All information
must be included on the SF 255 (cover letter, other attachments and
pages in excess of the 30 page limit will not be included in the
evaluation process). Firms not providing the requested information in
the format requested (i.e. listing more than a total of 10 projects in
block 8, not providing a brief description of the quality
assurance/control procedures, not listing which office for multiple
office firms completed projects listed in block 8, etc.) directed by
this synopsis may be negatively evaluated under selection criteria.
Telegraphic and facsimile SF 254's and 255's will not be accepted. Site
visits will not be arranged during the submittal period. Posted
