SERVICES FOR THE RENOVATION OF BUILDING 10, NIH, BETHESDA, MD SOL

SOLICITATION NOTICE: The National Institutes of Health, DHHS, plans to
enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract
for Pre-design, Planning, Design, and Pre thru Post-construction
services for the renovation of Building 10. CONTRACT INFORMATION: Total
contract performance period shall be 10 years, with a base award of 3
years, three 2-year options, and a final one-year option. Contract will
consist of individually negotiated fixed price delivery orders ranging
in value from $50,000 to $10,000,000. Maximum aggregate ceiling will
not exceed $35 million for the possible 10-year period of performance.
The estimated contract award date is September 1999. If funds are
available, the first delivery order is also anticipated to be awarded
in September 1999. Full and open competition is solicited. The
successful offeror SHALL NOT be eligible for the subsequent AE contract
for design development and construction document production. If the
successful offeror is a large business, a subcontracting plan will be
required to achieve at minimum the following goals based on the total
contract ceiling: 13% with small businesses (excluding small
disadvantage businesses and women-owned businesses); 5% with small
disadvantaged businesses and 2% with women-owned businesses. Standard
Industrial Code (SIC) 8712 is applicable to this requirement. PROJECT
INFORMATION: Background: The National Institutes of Health is embarking
on a 15 year multi-phased program to renovate the entire Building 10
Clinical Center Complex (CCC) while maintaining its operations. NIH
requires the services of an ARCHITECT/ENGINEER/PLANNER/CONSTRUCTION
MANAGER to provide integrated PRE-DESIGN PHASE -- ANALYSIS,
INVESTIGATIONS, PROGRAMMING, STANDARDS AND IMPLEMENTATION PLANS, AND
DESIGN PHASE -- CONCEPTS AND SCHEMATIC DESIGN AND PRE THRU
POST-CONSTRUCTION SERVICES in support of this effort. The existing
building is approximately 2.5 million gross square feet of space
housing clinical and biomedical research laboratories, vivarium
facilities, hospital functions including inpatient care, surgery,
outpatient clinics, diagnostic and treatment, hospital support, office
and administration, food service, retail, public areas, and
administrative support. A new facility, the Clinical Research Center
(CRC) presently under construction to the North of the CCC, will house
approximately 800 thousand gross square feet of inpatient care and
clinical research laboratories. These functions will be moved from the
existing CCC when the project is completed in 2003. This relocation
will provide vacant space within the existing building that will define
the first phase of a multi-phase program to renovate the Clinical
Center Complex. SERVICES: 1. PRE-DESIGN -- ANALYSIS, INVESTIGATIONS
including: INFRASTRUCTURE: HVAC, electrical, plumbing, fire protection,
telecommunications, structural, architectural, site and site utilities,
environmental/hazardous materials, vertical transportation, energy
conservation, as-built documentation and security, LIFE SAFETY AND
CODE: Occupancy separation requirements, interior finishes, means of
egress, fire suppression system requirements, fire detection/alarm
requirements, smoke exhaust/control requirements, emergency power and
accessibility for the disabled, CONSTRUCTABILITY: Maintenance of
utility systems during construction, CRC transition issues, effect on
existing ongoing research programs, construction access and logistics,
construction safety, construction phasing/schedule and impact on
occupied spaces, and estimated phasing and program costs, ZONING:
Circulation, functional zoning, and blocking and stacking, CRC
TRANSITION: Utility interface, circulation and impact on existing
programs. 2. PRE-DESIGN PROGRAMMING (MACRO) AND STANDARDS including:
PROGRAMMING: Departmental and functional program requirements at a
macro level, space assignments, space utilization and relationships,
public and support requirements including operating
procedures/materials management, and phasing, SPACE STANDARDS AND
PROTOTYPICAL DESIGNS: Spatial requirements and standards for all
functions, standards for materials and finishes, building systems.
Prototypical designs for laboratories, vivarium, office,
administrative, and common functions, with engineering criteria
developed appropriate to these requirements, 3. PRE-DESIGN
IMPLEMENTATION PLANS including: CRC TRANSITION AND COORDINATION PLAN:
A plan to renovate areas directly supporting CRC construction and
renovation of the CCC including circulation and interface, phases of
construction, design and construction schedules and costs. PHASING AND
LOGISTICS PLAN: Detailed phasing and logistics plans addressing space
assignments at each construction phase including permanent, swing
space and surge space with alternative scenarios. Define pre-renovation
work and requirements necessary to maintain and interface with existing
building systems. Provide a detailed schedule for phases of
construction and move-in, project cost and management of effort.
UTILITY INFRASTRUCTURE DISTRIBUTION PLAN: Major equipment, vertical and
horizontal distribution plans, alternative options able to adjust to
dynamic program requirements, and total demand loads for utilities.
ENERGY CONSERVATION PLAN: Mechanical, electrical and architectural
criteria including sustainable design concepts for a comprehensive
energy conservation plan. QUALITY ASSURANCE PLAN: QA plan for upcoming
design and construction phases including commissioning. 4. DESIGN
PHASE -- CONCEPTS AND SCHEMATIC DESIGN including: CONCEPTS AND
ALTERNATIVE DEVELOPMENT: Concepts and renovation approach which
integrates the CRC Transition and Coordination Plan, the Phasing and
Logistics Plan and the Utility Infrastructure Plan into a maximum of 3
alternatives for the full renovation (all phases) approach to the
project. Each alternative will have an associated project cost and
schedule. SCHEMATIC DESIGN DOCUMENTS: Based on a selected alternative
for the overall renovation approach, development of schematic design
documents based on NIH Design Policy and Guidelines requirements with
associated project cost and schedule. Schematic design shall be for the
initial construction phases only. 5. DESIGN PHASE PRE-CONSTRUCTION
SERVICES including: Design Reviews, Constructibility reviews,
Commissioning, Program and Feasibility Studies, Implementation Plan
Updates, Transition to Design Phase services, Value engineering,
Project Cost Estimating and Scheduling, and Design of projects outside
the scope of the follow-on design AE contract for the CCC Renovation.
6. CONSTRUCTION AND POST CONSTRUCTION SERVICES including: Construction
quality management, inspections, cost estimating and scheduling,
activation, commissioning, relocation and move services. SELECTION
CRITERIA: Selection criteria shall be in a two part format, A) for the
254 and 255 evaluation and B) for the presentations by the firms
shortlisted from the 254 and 255 evaluation. A) SF 254 AND 255
SELECTION CRITERIA (in descending order of importance): 1. Past
experience in pre-design planning and master planning for major phased
renovations exceeding 1,000,000 gsf. 2. Past experience in the design
and renovation of occupied bio-medical facilities exceeding 250,000
gsf. 3. Professional qualifications and experience of key personnel and
consultants in related work. 4. Past experience in the development of
utility infrastructure replacement systems (HVAC, plumbing, electrical,
telecommunications, fire protection). 5. Past experience in
constructibility analyses and pre thru post construction services on
major renovation projects. 6. Past performance within the last ten
years on contracts with Government agencies and/or private industry
supported by project information and client contact references.
Performance shall be evaluated on ability of offeror to perform quality
work as part of a project team with the customer and other consultants,
compliance to schedules, and cost control effectiveness. 7. Location in
the Washington/Baltimore Metropolitan area and knowledge of the
locality of the project. B) PRESENTATION SELECTION CRITERIA (in
descending order of importance): 1. Evaluation of 3 completed or
in-design projects which best illustrate the proposed design team's
capabilities with regard to pre-design planning, master planning, and
design of large, phased renovations of biomedical laboratories and
related spaces. 2. Experience of key personnel in managing and
executing planning and design of large, phased renovations of
biomedical facilities. 3. Management plan and approach for developing
the pre-design planning and analyses, the project implementation plans,
concepts, schematic design, pre thru post construction services and
integration of customer groups in the planning and design process.
SUBMISSION REQUIREMENTS: This procurement will be conducted in
accordance with Part 36 of the FAR. Interested firms shall submit a SF
254 for all members of the proposed team (prime and subcontractors),
and a composite SF 255 for the proposed team. If a joint venture,
identify the design office that will administer the project.
Preparation of special brochures is not required. Submit one original
and 3 copies of the SF 254 and SF 255 to Sandra Jackson, Contracting
Officer, National Institutes of Health, 9000 Rockville Pike, Bldg. 13,
Room G800, Bethesda, MD 20892. All responses to this announcement MUST
BE RECEIVED NO LATER THAN 3:30 p.m. ON THE 30th CALENDAR DAY AFTER THIS
PUBLICATION TO BE CONSIDERED FOR SELECTION. The day following this CBD
announcement counts as day number 1. The covering letter shall

HQC90045, and indicating the address to which all agenda and
