Specialist, (770) 488-2605 The Centers for Disease Control and
Prevention contemplates awarding a contract to provide extensive
technical assistance and consultation to 70 funded programs, and to
maintain and report data results from the National Breast and Cervical
Cancer Early Detection Program (NBCCEDP). Two forms of data are
reported to the Centers for Disease Control and Prevention (CDC),
Division of Cancer Prevention and Control (DCPC) by NBCCEDP funded
programs. The first form of data is the minimum data elements (MDEs).
The MDEs consist primarily of information about the clinical outcomes
of women who are provided screening and diagnostic services for breast
and cervical cancer with funds provided through the NBCCEDP. The
second form of data is the program infrastructure data reported to CDC,
DCPC. Infrastructure data regarding NBCCEDP funded programs are
reported to CDC through the System for Technical Assistance Reporting
(STAR). The STAR system provides information on management and
staffing, public education and outreach, professional education,
coalitions and partnerships, service delivery, quality assurance and
implementation, and surveillance, tracking, and follow-up mechanisms
and approaches. Each of the 70 programs has the option to use any
database management system of their choice. The Cancer Screening and
Tracking System (CaST) was developed to provide programs with an
optional system to use for collecting, monitoring, and reporting the
MDEs. This system is offered free of charge and will be supported by
this contract. Currently, there are approximately 27 programs utilizing
this system. The contemplated contract may include a variety of tasks
such as: (a) maintain and update MDE Edit Program and CaST; (b) operate
and maintain data system for processing STAR data; (c) test the updated
MDE Edit Program, CaST, and STAR; (d) maintain documentation for MDE
Edit Program, CaST, and STAR; (e) provide technical assistance,
training, and user support for MDE Edit Program, CaST, and STAR; (f)
develop and maintain system ofSAS computer programs to process the
MDEs; (g) update computer programs as needed to facilitate changes to
content or format of the MDEs; (h) test all computer programs before
beginning data processing for the MDEs; (i) document computer programs
used to process the MDEs; (j) ensure compatibility of program data
format transfer with MDE data maintenance system; (k) receive and
Process MDE data from approximately 80 programs; (l) provide personnel
to provide technical assistance for approximately 80 programs in the
area of data quality and data reporting with extensive travel required;
(m) provide personnel to update and distribute MDE data documentation
and produce periodic data user's update for program data managers and
program directors; (n) resolve data inconsistencies and problems, and
answer data related questions from programs and document for monthly
review by CDC; (o) develop and implement a secure mechanism for
approximately 80 programs to report the MDE and STAR data to the
contractor; (p) developa web site that will link into the NBCCEDP web
site; and (q) maintain security of data. The ESTIMATED issue date of
the RFP is approximately May 15, 1999. This is a total small business
set-aside. The applicable SIC Code is 7375. The dollar limit for this
SIC Code is $18.0 million. The ESTIMATED due date for proposals is June
