D -- INFORMATION TECHNOLOGY SERVICES SOL 9-4153 DUE 042899 POC Sandra Souders (301) 713-0854 D -- The U.S. Dept. of Commerce/NOAA/NWS has a need to implement an Internet server to provide a means to disseminate NEXRAD radar data to other Government and commercial entities. There are multiple contracting efforts required to accomplish this effort: 1) Processing equipment for the Internet server; 2) COTS software to perform IP multicasting; 3) Modifications to the AWIPS software provided by PRC; 3) Expertise to configure the server with the PRC software and the multicast software and provide end-to-end testing. The services of a Senior Systems Consultant are needed to engineer the configuration and implementation of COTS multicast software with FTP capability onto the NWS Internet server hardware. NOAA/NWS intends to negotiate on a sole source basis with Global Management Systems, Inc. (GMSI) to provide the services of the requested Senior Systems Consultant based on the following: 1) From previous work efforts with NOAA/NWS/AWIPS Program (i.e. significant upgrade in the AWIPS Network ControlFacility in Silver Spring, Maryland), the proposed contractor is uniquely qualified and requires no time for familiarization with the agency mission and goals; 2) The proposed contractor has extensive Unix expertise and has experience in implementing Internet multicasting capabilities; 3) The proposed contractor can begin work immediately which will enable the AWIPS Program to meet programmatic schedules for data availability to the public.
