solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested in response to the
following statement of work and a written solicitation will not be
issued. This is a request for proposal, RFP-10-99-HHS-OS. This
solicitation document and its incorporated provisions are those in
effect through Federal Acquisition Circular #97-11. This is a small
business set-aside which will result in the award of a firm fixed price
type contract. The SIC code for this acquisition is 3599, size standard
is 500 or less employees. The period of performance shall be one year
with four option years. TITLE: Maintenance services for the entry and
exit vehicle barriers for the Hubert H. Humphrey (HHH) Building
ceremonial driveway, parking garage ramps, and dock ramps. DESCRIPTION:
Contractor to provide maintenance service to vehicle barriers used to
restrict vehicle traffic from the perimeter of the HHH Building. The
barriers have been installed in order to implement recommendations of
the Humphrey Building Security Committee to improve the physical
security of the HHH Building perimeter and improve traffic control and
flow at the HHH ceremonial driveway, parking garage ramps, and loading
dock area. GENERAL REQUIREMENTS: Contractor to maintain vehicle
barriers installed at the HHH Building ceremonial driveway, parking
garage entry and exit ramps, and dock entry and exit ramps. The major
equipment included in this contract are: Five hydraulic pumping units
(Fabricated by: ARMR), Two wedge barriers (Brand Name: Tru- Barrier),
Eleven bollards (Fabricated by: ARMR), One plate barrier (Brand Name:
Nasatka). Not less than monthly, contractor to visually inspect all
electrical, hydraulic, and structural components. Repair and replace as
required. Contractor to visually check hydraulic oil for proper level
and condition and add or change as required. Contractor to check
accumulator pressure, add or repair as necessary. All hoses and
protection should be visually checked for wear and replaced as
necessary. Contractor to visually check structural components of the
barriers including clevis pins, hinge pins, cover plates, and cover
plate anchors. Clevis pins and hinge pins should be lubricated as
necessary. Limit switches and lights to be checked for proper
operation. All relays, motor starters, and switches should be checked
for signs of contact wear. Contractor to replace traffic light bulbs as
required. All barriers should be checked for free operation and speed
of operation. All sump pits and pumps to be checked for proper
operation and proper drainage. Not less than quarterly, all oil filters
will be changed. At a minimum of not less than once within a twelve
month cycle, all hydraulic fluid should be replaced with a
vegetable-based fluid such as Mobil EAL 224 or similar. Touch up
painting to be completed as required. Contractor to provide all
required maintenance service, labor, and replacement parts, to include
appropriate oil or fluid as required. SPECIFIC REQUIREMENTS: The HHH
Building is located at 200 Independence Avenue, SW, Washington, D.C. It
is bounded by Independence Avenue, Second, Third, and C Streets
southwest. The ceremonial driveway is located on the Independence
Avenue side. The entrance and exit ramps to the garage are on Third
Street. The loading dock is located on the C Street side with
entrance/exit ramps located on Second and Third Streets. Security hours
for the HHH Building are 6:30 P.M. to 6:30 A.M. Federal work days; 24
hours on Saturdays, Sundays, and all Federal Holidays. Security hours
are also instituted under special security conditions or for special
circumstances. During security hours, only the Independence Avenue
entrance is open. DHHS currently uses a computer controlled access
(CCA) system to control access to restricted areas including mechanical
spaces, perimeter entrances, and the parking garage. Control of the
vehicle barriers is integrated into the CCA system. CCTV monitors
entrances to most mechanical spaces, perimeter entrances, the plaza,
and the parking garage. Maintenance Requirements: Perform all
preventive and corrective, scheduled and unscheduled maintenance as
required to maintain all vehicle barriers and hydraulic and control
units. The maintenance work to include all troubleshooting, testing and
replacement of parts and components as may be required. This
specifically excludes components and peripherals of the CCA system.
Contractor to advise and assist as necessary where maintenance problems
arise at the interface with the CCA. Within one month of award of
contract, contractor to submit a schedule of preventive maintenance to
DHHS. The maintenance schedule will list the expected dates of
scheduled maintenance and the type of maintenance to be completed.
Contractor to revise and/or update operations and maintenance manuals
as required to ensure that contents are complete, current and
technically correct. CEREMONIAL DRIVE AT INDEPENDENCE AVENUE: Maintain
eight hydraulic lift bollards. Bollards operate as two sets of four
bollards each. One hydraulic and control unit is located adjacent to
barriers. One traffic light assists traffic control. Four loop sensors
assist in control of the bollards, two each for entry and exit.
PARKING GARAGE ENTRANCE/EXIT AT THIRD STREET: Maintain three hydraulic
lift bollards which operate as a single unit. One hydraulic and
control unit is located adjacent to barriers. One traffic light assists
traffic control. Two loop sensors assist in control of the bollards,
one each for entry and exit. Maintain one single unit Nasatka plate
barrier. The hydraulic and control units are integral to the plate
barrier assembly. One traffic light assists traffic control. Two loop
sensors assist in control of the barrier, one each for entry and exit.
One IR beam assembly operates as an additional safety sensor. DOCK
ENTRANCE/EXIT RAMPS AT SECOND AND THIRD STREET: Maintain two hydraulic
lift wedge type barriers, one at the top of each dock ramp. Each wedge
barrier is controlled by one hydraulic and control unit located
adjacent to the barrier. One traffic light at each barrier assists
traffic control. Two loop sensors assist in control of each wedge
barrier, one each for entry and exit. Two IR beam assemblies, one at
each wedge barrier, operate as additional safety sensors. MAINTENANCE
HOURS: Normal maintenance coverage for the service contract is twenty-
four hours per day seven days a week. Response time to emergency
requests will be two hours from the time of notification. An emergency
request is one where the action or inaction of a barrier is impeding
the normal traffic flow. For example, a barrier locked in the up
position preventing traffic from using a ramp is considered an
emergency. Response to emergency calls will be 24 hours per day.
Response time to non-emergency requests will be within four hours from
the time of notification. Non emergency requests are those in which
the action or inaction of a barrier is not impeding the normal traffic
flow. For example, a dead lamp in the traffic signal is not considered
an emergency. Response to non emergency calls will be during the hours
7:00 A.M. to 3:30 P.M. MAINTENANCE RECORDS: Contractor to maintain all
records of maintenance activities performed, including all preventive,
corrective and routine service work. The records, at a minimum, should
contain the history of maintenance and repair activities, as well as
the duration, cause and corrective action taken due to failure of any
item of equipment. A separate maintenance record should be maintained
for each barrier at each of the five locations. The maintenance records
will be accessible to DHHS for inspection at any time. At a minimum of
once per quarter, a copy of the records will be provided the DHHS
project officer. At a minimum of not less than once within a twelve
month maintenance cycle, all records will be returned to DHHS.
EVALUATION: All proposals will be reviewed for their technical
capability and the ability to provide required services in a timely
manner. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Submissions shall
consist of a pricing proposal and a technical proposal (an original and
two copies of each). The pricing proposal shall fully detail all costs
for equipment, materials and labor. The technical proposal shall
consist of a cover sheet on letterhead stationary listing the RFP being
responded to, the offeror's name, location, and telephone/fax numbers,
a statement indicating understanding of the requirements and a
description of all personnel and services being offered.All proposals
will be evaluated for the following factors: technical capability(50
points), cost (25 points), and past performance history (25 points) of
the contractor. The technical proposal should address this requirement
in sufficient detail that the following criteria can be used to
evaluate submissions: 1) Demonstrated technical knowledge of the
operation, repair, and maintenance the of the installed barrier
equipment (25 points) and 2) Demonstrated technical knowledge of the
operation, repair, and maintenance of an integrated system of vehicle
barriers interfaced with centralized computer control (25 points). As
a separate part of the technical proposal, include past performance
information (25 points) on three of the most recent, similar jobs done
including company/agency name and telephone and FAX numbers for a
contact person. The cost should be presented as a monthly cost,
multiplied by 12 for the total yearly cost with the option years priced
separately (25 points). Offerors must include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications-
Commercial Items, with their offer. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, applies to this
