is a combined synopsis/solicitation for commercial items/services
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. This
solicitation number 99SQ308120 is issued as a Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
The Standard Industrial Classification (SIC) code is 3563. The small
business size standard is 500 employees. Simplified Acquisition
procedures apply. This acquisition is a small business set-aside.
GENERAL REQUIREMENTS It is required to be serviced and repaired, in
accordance with the contract provisions, contract clauses, and these
specifications, CENTAC Compressor Overhaul, Hoover Dam, Lower Colorado
Dams Facilities Office, Arizona-Nevada. The work is situated at Hoover
Dam and Powerplant which is located approximately 8 miles, via U.S.
Highway 93, northeast of Boulder City, Nevada, in Clark County, Nevada
and in Mohave County, Arizona. Work will be performed on one of the
CENTAC compressors which is located on the Second Floor of the Central
Section, on the Arizona side of Hoover Dam. DESCRIPTION OF THE WORK
The principal components of the work to be performed under this
requirement includes overhaul of a CENTAC compressor, as manufactured
by Ingersoll Rand Company. The Contractor shall furnish all parts,
materials, and labor to complete the work. All work shall be completed
within 21 calendar days after the award of the contract. SAFETY
Reclamation is extremely concerned about safety for its personnel and
for the safety of Contractor employees. As a minimum, all workers,
including the Contractor's personnel, shall be required to wear safety
boots, safety glasses, protective headgear (hard hats), and hearing
protection. Reclamation safety requirements meet or exceed
OSHArequirements. The Contractor shall not require any workmen employed
in the performance of this contract (including Reclamation employees)
to work under conditions which are hazardous or dangerous to the
employee's health or safety. TOOLS The contractor shall provide all
required tools, instruments, or gages for disassembly, inspection,
repair, and reassembly of the compressor. The overhead cranes above the
compressors will be available for use by the contractor. The overhead
crane will be operated by Reclamation personnel during normal work
hours, Monday through Thursday, 6:30 a.m. to 5:00 p.m. Use of the
overhead crane will be subject to the approval of the Contracting
Officer's Representative (COR). CENTAC COMPRESSOR OVERHAUL The CENTAC
is a two stage, high efficiency centrifugal air compressor constructed
with a cast iron vertically split casing assembly. The unit has a
casing cover and a gear case cover to allow access to inspect bearings
and gears and to set clearances for the impeller/diffuser. The single
forging helical bull gear runs on two oil lubricated bearings and
drives the two rotor assemblies. Each precision balanced rotor assembly
consists of a helical geared pinion shaft, a high efficiency stainless
steel open impeller and a removable thrust collar. The impeller and
the thrust collar are secured to the shaft using a precision polygon
attachment. Each stage is provided with a plain bearing assembly,
thrust bearing assembly, and shaft seal assembly. The pinion plain
bearing assemblies are precision machined, fixed geometry, journal
bearings with one piece steel backed babbitt which are pressure fed
with lubricating oil. The pinion shaft seal assemblies are cartridge
type. They are mounted in the plain bearing housing behind the
impeller. Each cartridge consists of three one-piece fully floating
noncontact carbon rings. One ring is used as an air seal, two as an oil
seal. Air is injected between the two oil seal rings to insure oil free
compression. A vent to atmosphere is provided between the air and oil
seals. The diffuser is cast iron with pinned on stainless steel vanes.
It is located between each impeller and cooler. A noncontacting
vibration probe is located next to each plain bearing to provide
measurement of the radial vibration of the rotor assemblies. The
fabricated steel baseplate with the integral lube oil reservoir is
coated to resist corrosion. The baseplate supports the compressor
casing, lube system, control panel, and has holes for mounting bolts.
The compressor unit is a CENTAC, Type C15M2, 100 psig, 1600 CFM, and
runs at a rated speed of approximately 3600 RPM. MATERIALS AND
REPLACEMENT PARTS Materials or new replacement parts to be supplied
must be manufactured of the same materials and to the same dimensions
and tolerances as the original parts on the CENTAC (Ingersoll Rand)
compressor. It shall be the Contractor's responsibility that these
materials and new replacement parts meet this criteria and can be
successfully installed into an existing unit and operate cohesively
with existing gears, bearings, and shafts that did not require
replacement. These materials and new replacement parts includes the
following: 1) Complete gasket kit assembly (1 each) 2) Plain bearing
assembly (2 each) 3) Thrust bearing assembly (2 each) 4) Bull gear
bearing assembly (2 each) 5) Shaft seal kit (first stage) (1 each) 6)
Shaft seal kit (second stage) (1 each) Existing parts that are replaced
with new parts shall become the property of the Contractor. At the
Contractor's option, these parts may be salvaged or may be disposed of
onsite. REQUIRED WORK ITEMS Work to be performed by the Contractor
includes the following: 1) Disassembly of the compressor as required to
complete the work. 2) Clean, inspect, and balance the rotor assembly
(first and second stage). Determine if rotor assembly is within the
manufacturers recommended tolerances, needs to be repaired, or needs to
be replaced. 3) Clean, test, and repair coolers (first and second
stages). 4) Completely reassemble the compressor unit. Reassembly shall
include installation of new gasket kit, plain bearing assemblies,
thrust bearing assemblies, and bull gear bearing assemblies, and shaft
seal kits. 5) Check and measure clearances and tolerances for all
movable parts and/or assemblies. 6) Oversee start-up procedures and
testing; including operation at "no-load" and at "full-load". 7) Make
minor adjustments to clearances and tolerances on an "as needed" basis
after start-up procedures and testing has been completed. The
contractor will be allowed to work any hours during the work week.
However, any scheduled use of the overhead crane must be during normal
work hours, Monday through Thursday, 6:30 a.m. to 5:00 p.m. WARRANTY
The Contractor shall guarantee all new parts, materials, and repair
work for a minimum of one year from date of installation. QUOTE

002, Furnish plain bearing assembly, 2 each; Item 003, Furnish thrust
bearing assembly, 2 each; Item 004, Furnish bullgear bearing
assembly,2 each; Item 005, Furnish shaft seal kits (first and second
stages), 2 each; Item 006, Clean, inspect, and repair cooler cartridges
(first and second stages), 2 each; Item 007, Clean, inspect, and
balance the rotor assembly (first and second stage); and Item 008,
Reassemble CENTAC compressor, measure clearances and tolerances, and
perform start-up and testing procedures. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and price-related factors considered. The
