This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation number is DTCG89-99-Q-6PT181 and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-11. This acquisition is set aside 100% for small business. The SIC Code is 4841. The contract type will be firm fixed price. The Government proposes to solicit quotes for the following: Install a satellite direct broadcast television receiver system aboard the U.S. Coast Guard Cutter MIDGETT homeported at Pier 36, Seattle, WA. System must be installed, tested, and certified for warranty purposes no later than June 01, 1999. The system shall have the following features: 40 in. diameter, stabilized parabolic dish antenna enclosed in a weather-tight dome capable of plus or minus 20 deg. roll & pitch stabilization. Interface to the ship's gyro (X36 type) to ensure proper antenna stabilization; Receiver/Decoders (4 ea.) capable of receiving high-power U.S. DBS signals (Direct TV, USSB, or Echostar) such that the ship decides which service to use; Receiver/Decoders (4ea.) capable of receiving Intelsat ORBIT programming available in the eastern Mediterranean/Persian Gulf region; Depending on which satellite footprint the MIDGETT is operating in, the output from the four Receiver/Decoders shall be multiplexed using a RF modulator and RF combiner and distributed throughout the ship using the ship's existing TV signal distribution system. When the ship is receiving ORBIT programming, the signals shall be converted from PAL to NTSC format. The modulator/combiner will allow each television to independently select one of four channels of programming. VENDOR SHOULD SUPPLY THE FOLLOWING EQUIPMENT and SERVICES: 40 in. diameter stabilized dish antenna enclosed in weather-tight dome;. Gyro interface/converter; 12 output multi-switch; Receiver/Decoder (Sony B4 or equivalent) for U.S. DBS service (4 ea.); ORBIT Intelsat Receiver/Decoder (4 ea.); Philips Eurofeed feed assembly; Spare parts kit; RF modulator (2 ea.); RF combiner; PAL to NTSC converter (4 ea.); Enclosed electronics rack (all below-decks equipment installed in rack); 1.25 KVA Un-interruptable Power Supply, capable of powering system for 15 min.;Power strip; High quality-low loss 75 ohm coaxial cable (150 feet.) RG-6 or equivalent, Install dome on government provided foundation. Install co-axial feed and control cable(s) from dome to below-decks equipment; Install all below-decks equipment in enclosed rack. Mount rack in suitable location determined by ship personnel in Electronics Space number 2.; Connect ship's gyro signal through appropriate interface/converter box to satellite TV equipment; Connect GPS input (if required) to satellite TV equipment; Install 75 ohm co-axial cable from Electronics Space number2 to ship's TV/Video equipment rack space located near crew messdeck; Demonstrate correct operation of systems to select crewmembers, certify equipment installation for warranty. GOVERNMENT SHALL SUPPLY THE FOLLOWING EQUIPMENT and SERVICES: Fabricate and install suitable antenna foundation on weather deck directly above Electronics Space number 2 capable of supporting 200 pounds; Provide through-deck penetrations, kickpipes and stuffing tubes for co-axial feed and control cables(s) for dome to below-deck equipment; Provide space in Electronics Space number 2 for equipment rack; Provide gyro and GPS signal as needed in Electronics Space number 2 for satellite TV equipment; Assist vendor for 75 ohm co-axial cable installation from Electronics Space number 2 to ship's TV/Video equipment rack space; Select appropriate crewmembers for vendor provided operator familiarization and warranty certification.
