COMMERCE BUSINESS DAILY ISSUE OF APRIL 23,1999 PSA#2331A -- "AEROPROPULSION BASE RESEARCH AND TECHNOLOGY" The NRA will be
available electronically on the date of April 30, 1999 via
"http://nais.msfc.nasa.gov/EPS/GRC/date.html". Prospective Offerors are
requested to submit a Letter of Intent by May 7, 1999 to Mr. Peter
McCallum. The letter should address: Institution or Organization Name;
PI and CoPI names and address; title of proposal; telephone number;
fax number; email address; and a brief summary of what you plan to
propose (limit 3000 characters). The NASA Glenn Research Center is
interested in receiving proposals, solely for grants or cooperative
agreements, for Aeropropulsion Base Research and Technology. Proposal
submissions are specifically sought from educational institutions and
other nonprofit organizations. Although no specific set-aside is
comtemplated for HBCU's or other minority institutions, their
participation is highly encouraged. NASA is encouraging partnering and
teaming arrangements with NASA centers and other U.S. Government
Agencies. NOTE: Educational institutions and nonprofit organizations
shall be the primary/lead grantee. A continued demand exists for
improved air breathing engines to power a wide range of advanced
aerospace vehicles in all speed ranges -- subsonic, including general
aviation aircraft, supersonic, and hypersonic. Proposals are invited
for research topics that will open the paths to innovative concepts for
new or improved air breathing propulsion systems, hybrid propulsion
systems, or propulsion system components. In addition, innovative
concepts are sought for analysis, design, and measurement technology
which will significantly reduce design cycle time with improved design
quality in aeropropulsion systems for low subsonic through hypersonic
speeds. The research effort is intended to deliver further progress
toward the Agency's 9 Aeronautics and Space Transportation goals. (1.
Safety; 2. Emissions; 3. Noise; 4. Capacity; 5. Affordability; 6. High
Speed; 7. General Aviation; 8. Design Tools and Experimental Aircraft,
and; 9. Low-Cost Space Access) NASA anticipates making between 20 and
30 awards as a result of this NRA totaling approximately $2 to $3
million. Questions related to this NRA in the areas of preparation,
submission or technical concerns shall be submitted in writing to Ms.
Irene Cierchacki no later than May 31, 1999. Responses to questions
will be posted on the website noted. Proposals must be received on or
before COB June 14, 1999. Proposals received after this date shall be
