The Federal Bureau of Prisons intends to award a non personal service contract to the qualified individual or business capable of providing Art Room instruction services to the inmate population housed at the Federal Correctional Institution, Petersburg, VA. Services include but are not limited to: instructions in art and personal experiences which assist the Federal offenders in their growth in the field of art, ability to organize, analyze and evaluate students progress, make specific recommendations for student improvement, ability to demonstrate and/or present new ideas, techniques and procedures in the field of art, ability to establish and maintain a system of accountability for all art supplies and equipment, and the ability to communicate effectively with a diverse group of adult inmates from various ethnic, social and economic backgrounds. The Contractor shall have an accredited college or university degree in the Bachelor of Arts with a major in Art. There is an estimated 208 weekday sessions, with a weekday session being defined as 4 sessions 2-1/2 hours each, Monday through Thursday, 5:00 p.m. to 7:45 p.m.. There is an estimated 104 weekend sessions, with a weekend session being defined as 2 sessions 4 hours each, Saturdays 7:30 a.m. to 10:15 a.m. and Sunday 12:00 p.m. to 3:45 p.m.. The contract period will include a base year, not to exceed twelve months from date of award, with four one year option periods. This is a non personal service not to exceed 30 hours per week, and not a personnel appointment. The anticipated receipt of quotations is August 31, 1999, with an anticipated effective award date of October 1, 1999. This is 100% set aside for small business.
