Requirements type contract for Functional Academic Skills Training (FAST) Instruction; for a base year and four one-year options, Fort Bliss, Texas. The purpose of this contract is to provide instruction in basic academic skills (mathematics, reading, and English language arts) for Fort Bliss soldiers. The contractor shall be from an institution accredited by a regional, post-secondary accrediting association. Use CBD Numbered Note 5. This proposed contract is being considered for 100 percent set-aside for historically black colleges and universites (HBCUs) and minority institutions (MIs), as defined by the clause 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this announcement, evidence of their capability to perform the contract, and a positive statement of their responsibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as unrestricted. Therefore, replies to this notice are also requested from all other responsible sources. The capability and responsibility statement, and requests for the solicitation, must be submitted in writing.
